Regarding this issue, LawNet would like to answer as follows:

On November 17, 2023, the Prime Minister issued Decision 1399/QD-TTg approving the Planning of Ben Tre province for the period 2021–2030, with a vision to 2050.

The objectives until 2030 in the Ben Tre Provincial Plan are detailed as follows:

(1) General objective

Striving by 2030, Ben Tre will become a well-developed province of the country; have a synchronous socio-economic infrastructure system; focus on developing the marine economy; processing, manufacturing, and new energy industries associated with environmental protection, ecology, and adaptation to climate change; There are modern urban areas and rural areas rich in identity and friendly tourism; national defense, security, social order, and safety are guaranteed; and the people have a civilized, prosperous, and happy life.

(2) Specific objectives

- Economic

+ The average economic growth rate (GRDP) reaches 10 - 10.5%/year.

+ The proportion of GRDP in industry - construction accounts for about 31–33%; The service industry accounts for about 44–46%; and agriculture, forestry, and fisheries account for about 17–19%. Product tax minus subsidies accounts for about 3–5%; GRDP per capita reached over 170 million VND.

+ Total export turnover grows by an average of 13.5 - 14.5%/year.

+ TFP's contribution to GRDP growth is about 45%; strongly develop digital infrastructure, digital economy, and digital society so that by 2030 the digital economy accounts for 25–30% of GRDP.

- Regarding society

+ The urbanization rate of the whole province reached 50%.

+ Population growth rate is about 0.22 - 0.24%/year.

+ The rate of trained workers reaches about 75%, of which the rate of trained workers with degrees and certificates reaches 40% or more; The growth rate of social labor productivity reaches 7.0 - 7.5%/year; The proportion of workers in the agricultural sector decreased to less than 25%; creating jobs for 18,000–20,000 workers/year.

+ The multidimensional poverty rate is below 2.5%.

+ The number of doctors/10,000 people is about 12 doctors; the number of hospital beds/10,000 people reached about 32.5 beds; and the rate of people participating in health insurance reached 98%.

+ Standard educational facilities: 75% for preschool; for primary school, it reaches 70%; for secondary school, it reaches 80%; For high school, it reaches 90%.

- Regardin environment

+ Forest coverage rate remains stable at about 2.1%.

+ The proportion of urban residents using clean water reaches 98–100%; the proportion of residents across the province using clean water from the centralized water supply system reached 85%.

+ The rate of urban solid waste collected and treated reached 98.5%; rural household solid waste is collected and treated at over 90%; The rate of hazardous waste treated safely according to regulations is at least 85% or more.

+ The rate of collection and treatment of domestic wastewater in Ben Tre reaches at least 50%, and in urban areas of type IV and above, it reaches 25 - 40%.

- Regarding national defense and security: ensuring national defense and security, building an orderly, disciplined, and safe society, and ensuring a peaceful and happy life for the People.

Especially, with a vision to 2050, Ben Tre will be a prosperous province, becoming a place worth living with a modern, smart urban system and a clean, green living environment; strive to become a specific type I urban administrative unit, a satellite urban area of Ho Chi Minh City; the growth pillars have a high level of development and have become important development drivers of the Mekong Delta and the whole country; society develops harmoniously, civilizedly, and modernly; the environment, order, discipline, security, safety, and natural landscape are preserved; people develop comprehensively and have prosperous, civilized, and happy lives.
