Recently, the Prime Minister of the Government of Vietnam requested Ministers, Heads of ministerial-level agencies, and Chairpersons of People's Committees of provinces and centrally-affiliated cities to continue to promote decentralization and delegation of authority in state management in Vietnam.

On October 22, 2024, the Prime Minister of the Government of Vietnam issued Official Dispatch 856/TTg-TCCV regarding the continued promotion of decentralization and delegation in state management.

To continue promoting decentralization and delegation in various sectors, the Prime Minister of the Government of Vietnam requires Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and centrally governed cities to focus on performing the following tasks:

(1) Responsibilities of Ministries and Ministerial-Level Agencies in Vietnam

- Urgently carry out the tasks assigned in Resolution 04/NQ-CP, specifically:

- Focus on implementing the drafting of legal normative documents.

Regarding the Law, Resolutions of the National Assembly, and Decrees of the Government of Vietnam: Formulate plans to propose amendments, supplements, or new issuances, report to the Government of Vietnam for review and decision in 2024.

Regarding Decisions of the Prime Minister of the Government of Vietnam: Research, propose amendments, supplements, or new issuances, submit to the Prime Minister of the Government of Vietnam for review and decision, to be completed in 2024.

Regarding Circulars from Ministers and Heads of ministerial-level agencies: Proactively review, amend, supplement, and issue under their authority, to be completed in the fourth quarter of 2024.

- Review functions, tasks, powers, organizational structures, job positions, and adjust the number of staff appropriately to effectively implement decentralization and delegation regulations in state management.

- Proactively complete regulations on planning, standards, technical norms, criteria, conditions, cost norms, and price management mechanisms based on the Price Law and guiding documents to ensure uniform, synchronized, and effective implementation nationwide.

- Strengthen guidance, inspection, and periodic assessment of the implementation of decentralized and delegated contents, propose amendments and supplements to suit the management level, capabilities, and conditions for decentralization and delegation in each region and locality for each sector, and period.

(2) Responsibilities of People's Committees of Provinces and Centrally Governed Cities in Vietnam

- Focus on enhancing the capacity to implement policies and laws to promptly and effectively resolve the work of citizens, businesses; increase accountability, transparency, and publicity to citizens and higher-level agencies in performing tasks.

- Be responsible before the law and superior state agencies for performing assigned decentralized and delegated tasks and powers; review organizational structures, job positions, determine the appropriate number of staff with assigned tasks and powers.

- Propose and recommend to the Government of Vietnam, the Prime Minister of the Government of Vietnam, and sectoral management ministries and fields the necessary decentralization and delegation in state management, suitable with local conditions, capabilities, and strengths.

- Implement state management decentralization for district and commune-level People's Committees according to the perspectives, goals, and orientations for decentralization and delegation in state management.

(3) Responsibilities of the Ministry of Home Affairs of Vietnam

- Monitor, urge implementation; summarize, report to the Government of Vietnam, Prime Minister of the Government of Vietnam the results of implementation and arising issues during the execution of Resolution 04/NQ-CP.

- Compile proposals and recommendations regarding decentralization and delegation to relevant sectoral management ministries and fields to review, amend, and supplement to the legal normative documents appropriately.
