On October 18, 2024, the Prime Minister of the Government of Vietnam issued Official Telegram 108/CD-TTg regarding the acceleration of agricultural production recovery after Storm No. 3.

To accelerate agricultural production recovery, stabilize the livelihoods of the people, and contribute to achieving the growth targets of the agriculture sector in the final months of 2024 and throughout 2025, the Prime Minister of the Government of Vietnam directs the Minister of Agriculture and Rural Development, Governor of the State Bank of Vietnam, Ministers, Heads of relevant agencies, Party Secretaries, and Chairpersons of the People's Committees of centrally affiliated provinces and cities, especially Quang Ninh Province and Hai Phong City to continue to decisively and effectively implement measures to recover agricultural production as per the directive of the Prime Minister of the Government of Vietnam in Official Telegram 100/CD-TTg dated September 27, 2024, to support residents, production, and business establishments in quickly reinstating agricultural, forestry, and fisheries production activities damaged after storms and floods.

Simultaneously, the Minister of Agriculture and Rural Development of Vietnam is tasked to:

- Organize task forces, mobilize experts, specialized forces, and grassroots agricultural extension officers to visit each household, production site damaged by storms and floods to directly guide the resumption of production for the people.

- Direct and organize monitoring and surveillance of the aquaculture environment in areas affected by storms and floods, promptly advise and inform people for swift production resumption when conditions permit; guide the selection of species suitable for the current breeding conditions instead of those with long cultivation periods, and lack immediate stock availability.

- Strengthen collaboration and connection between localities, production establishments, suppliers of seeds, feed, environmental treatment products, equipment, and input materials necessary for agricultural production with localities, people, and production sites affected by storms and floods to supply and assist in the recovery of production and stabilization of livelihoods.

- Direct relevant agencies to cooperate with customs forces and related agencies to guide and facilitate organizations and individuals in importing stock and materials for production where domestic supply is insufficient (especially mollusk broodstock).

- Direct and guide the cleaning of nurseries, handle damaged forest areas, exploit and utilize damaged plantation timber as per regulations; prepare seedlings, fertilizers, and manpower to organize the recovery or replanting of forests when weather conditions are favorable. Strengthen forest fire prevention and control efforts.

Additionally, the Chairpersons of the People's Committees of centrally affiliated provinces and cities, affected by recent storms and floods, especially Quang Ninh Province and Hai Phong City, are instructed to intensify guidance, vigorously implement measures to restore production, expedite the recovery of forestry and aquaculture production, including:

- Urgently implement support policies for households and production establishments affected by storms and floods in accordance with the law to ensure quick access to capital for resuming production and business operations.

- Closely monitor the situation, market trends, supply of input materials for production, and agricultural goods within their localities, promptly cooperate with relevant agencies to implement price control measures, prevent hoarding, market manipulation, and profiteering.
