Recently, the Prime Minister has issued an instruction on urgent provision of food and essential supplies to people affected by No.3 Typhoon in Vietnam.

On September 9, 2024, the Prime Minister of the Government of Vietnam issued Official Telegram 90/ND-TTg regarding the urgent provision of food and essential supplies to people affected by No.3 Typhoon in Vietnam.

Official Telegram 90/ND-TTg is addressed to:

- Ministers of the Ministries of: National Defense, Public Security, Finance,

- Comrades Secretaries, Chairpersons of the People's Committees of the provinces: Lao Cai, Hoa Binh, Son La, Lai Chau, Dien Bien, Ha Giang, Cao Bang, Bac Kan, Yen Bai, Tuyen Quang, Phu Tho, Bac Giang, Thai Nguyen, Lang Son.

Typhoon No. 3 and its aftermath caused widespread heavy rain in the Northern region, particularly in the mountainous and midland provinces of the North, resulting in extensive damage to lives and property, severely affecting the production and livelihoods of the people.

To quickly stabilize production and the lives of the people, ensuring that no one suffers from hunger, cold, homelessness, lack of clean water, medical care, and enabling pupils to return to school soon, the Prime Minister of the Government of Vietnam instructs:

- The Ministers of National Defense and Public Security to direct their competent units to actively and proactively cooperate with the localities affected by Typhoon No. 3 to urgently transport food, foodstuffs, dry provisions, instant noodles, essential goods, drinking water, clean water, etc., to deliver to isolated areas and people lacking food and essential goods as quickly as possible.

- The Minister of Finance to allocate 100 tons of rice from the national reserves to both the Ministry of National Defense and the Ministry of Public Security for proactive transportation to places short of rice affected by Typhoon No. 3 (ensuring no negative, corrupt, or wasteful practices occur).

- The Secretaries and Chairpersons of the People's Committees of the listed provinces and cities to direct their competent agencies to:

+ Coordinate with the Ministries of National Defense and Public Security to thoroughly grasp the food, foodstuff, and clean water shortages among the people; organize the distribution of food, foodstuffs, dry provisions, and essential goods to affected people in the quickest, most accurate, and efficient manner, ensuring the right targets and avoiding loss and waste.

+ Review and urgently repair and restore health facilities damaged by rain, storms, and floods to promptly treat the injured and take care of the health of the people.

+ Review and urgently repair and restore schools and classrooms damaged by rain, storms, and floods so that pupils can return to school soon, minimizing disruption to their education.

- Assign Deputy Prime Minister of the Government of Vietnam Ho Duc Phoc to directly instruct relevant Ministries, sectors, and localities to implement Official Telegram 90/ND-TTg seriously.

- The Office of the Government of Vietnam, as per its functions and assigned tasks, to monitor and expedite the implementation of Official Telegram 90/ND-TTg; promptly report to the Prime Minister of the Government of Vietnam and the Deputy Prime Minister of the Government of Vietnam in charge of any arising urgent issues.

According to Guideline 38/HD-MTTW-BTT of 2020, in cases where agencies, organizations, units, and individuals donate goods (unused), they should cooperate with the Standing Board of the Vietnam Fatherland Front Committee or the Red Cross at various levels to distribute and directly transfer to localities affected by floods.
