On October 6, 2024, the Prime Minister of the Government of Vietnam issued Official Telegram 102/CD-TTg regarding the acceleration of the implementation of eliminating temporary and dilapidated houses across the country.
In the coming time, the Prime Minister of the Government of Vietnam requires Ministers, Heads of equivalent agencies, agencies under the Government of Vietnam, and Chairpersons of the People’s Committees of provinces and centrally-run cities, and requests Secretaries of provincial and city Party Committees to focus leadership, direction, and organize to implement more decisively, more synchronously, more effectively the Emulation Movement “Joining hands to eliminate temporary and dilapidated houses nationwide in 2025” and promptly deploy related conclusions and directives from Government leaders, practically commemorating the 95th anniversary of the Communist Party of Vietnam, 80th anniversary of the country's founding, 50th anniversary of the liberation of the South for national reunification, 135th birth anniversary of the beloved President Ho Chi Minh, and welcoming the 14th National Congress of the Communist Party of Vietnam; focusing on the following key points:
(1) Mobilize socialized resources in combination with state resources to jointly support the elimination of temporary and dilapidated houses for people nationwide. Innovate methods and approaches towards diversifying resources, including support from central, local resources, community mobilization and assistance, the efforts of the supported poor households, etc., linked with the completion of the program to eliminate temporary and dilapidated houses in 2025.
(2) Emphasize the spirit of self-reliance, self-strengthening of localities; at the same time, categorize localities and have mechanisms so that localities with better socio-economic conditions can support more disadvantaged ones in eliminating temporary and dilapidated houses for people in their areas. Encourage Ministries, agencies, localities, businesses, banks, organizations, individuals domestically and internationally, to directly support challenging areas. Residents and households receiving support must ensure partial self-contribution (seeking help from friends, relatives, supporting resources, mutual help suitable).
(3) Adhere to the motto “The Communist Party of Vietnam leads, the State manages, the Fatherland Front and organizations support, the People own”, diversify forms of support to join hands in eliminating temporary and dilapidated houses, in the spirit of “help what one can, lend labor if possible, provide financial support if possible, help with a little or a lot when possible”, ensuring public, transparent, conformable, avoiding loss, waste, negative or corrupt practices.
Consider this one of the important political tasks of all levels, sectors, and localities; with high determination, great effort, and decisive action, complete the goal of eliminating temporary and dilapidated houses by December 31, 2025, including all three programs:
+ Housing support for people with meritorious services to the revolution;
+ Housing support according to national target programs;
+ Elimination of temporary and dilapidated houses for citizens; prioritizing the elimination of temporary and dilapidated houses for people with meritorious services using state budget resources.
(4) The Ministry of Construction promptly guides, urges People’s Committees of provinces and centrally-run cities where temporary and dilapidated houses exist to research and design some typical house models, ensuring technical, quality, effective standards, suitable for the culture, customs, practices, and characteristics of each locality, region for households to refer to and apply to build appropriate housing to specific conditions.
(5) The Ministry of Labor, War Invalids, and Social Affairs promptly takes the lead, cooperates with relevant Ministries, agencies:
- Report and propose to the Prime Minister of the Government of Vietnam by October 10, 2024, on the establishment of the Central Steering Committee to implement the elimination of temporary and dilapidated houses nationwide and develop the working regulations of the Steering Committee; in which, the Prime Minister of the Government of Vietnam is the Head of the Steering Committee; the Chairman of the Central Committee of Vietnam Fatherland Front, Permanent Deputy Prime Minister of the Government of Vietnam, and Minister of Labor, War Invalids, and Social Affairs are Deputy Heads of the Steering Committee; the Ministry of Labor, War Invalids, and Social Affairs serves as the Standing Agency of the Steering Committee.
Members of the Steering Committee include: Ministers, Heads of agencies: Construction, Finance, Planning and Investment, State Bank of Vietnam; Leaders of Ministries: Defense, Public Security; General Directors: Vietnam Television, Vietnam Voice, Vietnam News Agency and Heads of some related agencies. The Steering Committee is tasked with directing the implementation of all three programs (as noted in point 3).
- Proactively advise and propose to the Prime Minister of the Government of Vietnam and the Steering Committee specific, effective plans, measures, and methods to implement the elimination of temporary and dilapidated houses nationwide, ensuring progress and requirements set out.
(6) Request Secretaries of provincial and city Party Committees to direct the establishment of local Steering Committees to implement the elimination of temporary and dilapidated houses in accordance with specific local circumstances (provincial, district, commune levels) led by the Party Committee Secretary, with the Chairman of the People’s Committee at the same level serving as Deputy Head of the Steering Committee; members of the Steering Committee include Chairpersons of the Fatherland Front, certain Heads of Departments, specialized agencies, and mass organizations at the same level. The Steering Committee is tasked with directing the implementation of all three programs (as noted in point 3).
(7) Assign Government of Vietnam members to instruct, urge, and inspect the implementation of eliminating temporary and dilapidated houses in localities as assigned in Decision 435/QD-TTg dated April 24, 2023, and Decision 967/QD-TTg dated September 12, 2024.
