The Prime Minister of the Government of Vietnam issued Directive 34/CT-TTg on September 16, 2024, regarding the development of digital transformation schemes for ministries, central authorities, and local authorities in Vietnam.

Directive 34/CT-TTg 2024 states: The success of Scheme 06 has provided many lessons that need to be continued, promoted, and expanded by ministries, central authorities, and local authorities nationwide, contributing to further accelerating the national digital transformation process in Vietnam.

Therefore, to address the existing issues, create motivation, and breakthroughs for digital transformation and the development of the digital economy and society, the Prime Minister of the Government of Vietnam requests ministries, governmental agencies, agencies under the Government of Vietnam, and the People's Committees of provinces and centrally-run cities to:

- Based on the approach and lessons learned from the successful implementation of Scheme 06, each ministry, central authority, and local authority should research to find its breakthrough, build a digital transformation scheme similar to Scheme 06, ensure connection with Scheme 06, and focus on completing and succeeding within the period from now until the end of 2025, in accordance with the National Digital Transformation Program, Government’s strategies for electronic government towards digital government, National Strategy for Digital Economy and Digital Society Development, National Data Strategy, Scheme 06, and other digital transformation strategies, programs, schemes, and plans of ministries, central authorities, and local authorities.

- The digital transformation scheme when constructed must be based on the following principles:

+ Select and include in the scheme breakthrough points with a broad impact on sectors, fields, and local authorities under the scope of management. Solving these issues will create major motivations to promote activities and create breakthroughs in digital transformation and the development of the digital economy for ministries, central authorities, and local authorities.

+ Breakthrough points may focus on the development of the digital economy with four pillars: information technology industry, sectoral digital economy, digital governance, and digital data; or on the development of digital government, digital administration, and smart cities with a citizen-centered and enterprise-centered approach.

+ Issues included in the scheme must be clear, specific, measurable (preferably online through digital platforms), with clearly assigned tasks, people, responsibilities, timelines, and outcomes.

+ The scheme must ensure feasibility and can be immediately implemented based on practical needs and within the current legal framework without requiring changes to institutional and policy frameworks.

+ Clearly delineate the task list of ministries and central authorities and the duties of local authorities in promoting development, investment, and construction to avoid overlap and waste.

+ Ensure synchronization with national, sectoral, and field programs and strategies; resolutions, schemes, and plans of ministries, central authorities, and local authorities on digital transformation to avoid duplication and optimize implementation resources.

+ Have plans and solutions to ensure cybersecurity and information security to mitigate the risks of state secret disclosure, internal information leakage, and personal data breach in cyberspace.

+ The budget for implementing the scheme shall be balanced from the budgets of ministries, central authorities, and local authorities and implemented practically and effectively. If necessary, report to the Prime Minister of the Government of Vietnam for consideration and decision.

+ The construction, promulgation, and implementation of the scheme must ensure compliance with procedures and resource guidelines for scheme implementation as prescribed by law in Vietnam .
