Recently, the Prime Minister of Vietnam has just requested that focus be placed on responding to Typhoon No. 2 and rain and floods.

On July 21, 2024, the Prime Minister of Vietnam issued Official Telegram 70/CD-TTg regarding the concentrated response to Typhoon No. 2 and floods.

To proactively respond to Typhoon No. 2 and floods, the Prime Minister of Vietnam requires Ministers, Chairpersons of People's Committees of provinces, and cities to continue to direct and promptly implement effective measures to respond to the storm and floods to ensure the safety of lives and minimize damage to property for the people, focusing on the following main tasks:

- Chairpersons of People's Committees of provinces and cities: Continue to closely monitor the developments of the storm, floods, and inundation to direct and promptly deploy response measures suitable to the specific local situation, ensuring the safety of lives for the people, including:

+ Continuously guide vessels and means (including tourist boats) still operating at sea and along the coast to proactively move out of dangerous areas or to safe shelters.

+ Review and proactively evacuate people from dangerous areas to ensure safety, especially households in areas prone to landslides and flash floods.

+ Deploy forces to guard, control, guide, and support to ensure traffic safety at overflow dams, landslide-prone areas, deeply inundated areas, and fast-flowing water regions; strictly prohibit people and vehicles from crossing if safety is not guaranteed. Proactively deploy forces to critical points ready for rescue operations when situations arise.

+ Implement measures to ensure the safety of reservoirs, dams, and dikes, reduce damage to aquaculture, agriculture, industry, and infrastructure.

+ Timely organize visits, encourage, and support families affected by the disaster, especially those with deceased or missing members; mobilize local forces to help people quickly overcome the consequences of natural disasters.

- The Ministry of Natural Resources and Environment (Hanoi, Vietnam) continues to direct closely monitoring the developments of the storm and floods, forecasting, and promptly informing relevant agencies and the public to proactively direct and implement response tasks.

- The Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade (Hanoi, Vietnam), according to their assigned state management functions, coordinate with localities to direct the regulation of irrigation and hydropower reservoirs to ensure scientific and absolutely safe operation of the works, prevent artificial flooding, and contribute to reducing floods for downstream areas; pay attention to early notification to the public before operating flood discharge; direct measures to ensure safety for aquaculture activities, agriculture, industry, and the power system.

- The Ministry of Defense and the Ministry of Public Security direct relevant units and forces stationed in the area to closely coordinate with localities, proactively deploying forces and means to assist in the evacuation and relocation of people from dangerous areas, organize rescue, and disaster relief activities upon the requests of local authorities.

- The Ministry of Transport (Hanoi, Vietnam) directs work to ensure the safety of transportation means at sea and along the coast; direct, coordinate, and support localities in quickly overcoming landslides on important traffic routes, especially main traffic axes.

- Other Ministries and sectors, according to their assigned state management functions, proactively direct relevant agencies to cooperate with local authorities in deploying response tasks to the storm and floods as regulated.

- Vietnam Television, Voice of Vietnam, and other media agencies enhance information dissemination for the public to grasp information on the developments and forecasts of natural disasters, directives from relevant authorities, and guidelines on response skills to reduce damage caused by natural disasters.

- The Ministry of Agriculture and Rural Development continues to closely monitor natural disaster situations, proactively directing, urging the implementation of response tasks suitable to the developments of natural disasters as assigned, and promptly report, propose to the Prime Minister of Vietnam for directions on issues beyond authority.
