The following article will provide the content of the Prime Minister of Vietnam's request to enhance the effectiveness of traffic safety and order works in Vietnam.

On December 12, 2024, the Prime Minister of Vietnam issued Official Telegram 132/CD-TTg to enhance the effectiveness of traffic safety and order works in Vietnam.
To enhance the effectiveness of ensuring traffic order and safety work, the Prime Minister of Vietnam requests:
(1) Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, and Presidents of People's Committees of provinces and centrally-run cities in Vietnam, according to assigned functions, tasks, and authority, shall:
- Focus on completing, developing specific roadmaps, and preparing conditions for the effective implementation of the Road Traffic Order and Safety Law, Road Law and guiding documents for implementing the Law to be uniformly and synchronously applied from January 1, 2025;
- Continue to specify and effectively implement solutions to ensure traffic order and safety in Directive 23-CT/TW dated May 25, 2023, by the Secretariat of the Central Communist Party on strengthening the leadership of the Communist Party over traffic order and safety work in the new situation; simultaneously continue to strictly implement directives of the Government, Prime Minister on ensuring traffic order and safety:
(i) Directly command to inspect and urge the implementation of the Communist Party's guidelines and the State's laws on ensuring traffic order and safety; enhance inspection and supervision, promptly and strictly handle party organizations, party members, and officials violating the Communist Party's guidelines and the State's laws in the field of traffic, or not fully performing the duties, tasks, and authorities assigned;
(ii) Organize a comprehensive review of the implementation and results of the assigned tasks according to the directives of the Communist Party, the Government, the Prime Minister, and the program and plans of the National Traffic Safety Committee[^4]; evaluate achieved results, shortcomings, limitations, and causes.
Based on the results achieved, propose specific solutions to overcome the limitations and shortcomings in implementation, focusing particularly on solutions to enhance the responsibility of agencies, organizations, individuals in implementing assigned tasks effectively in the future;
- Continue to strongly promote the dissemination and legal education on traffic order and safety, targeting school-age students and parents, urging families not to allow students to drive when they do not meet the conditions; enhance the awareness and character of the law enforcement force on traffic order and safety; diversify forms and content of legal propaganda on traffic order and safety, building a culture of traffic safety in the community;
- Direct the promotion of digital transformation and application of science and technology in traffic management and operation; connect and share traffic data between relevant state management agencies (police, transport, tax, customs...);
- Proactively develop plans for traffic accident prevention and ensure traffic order and safety to serve the people during New Year's Day, Lunar New Year, and the Spring Festival 2025.
(2) Ministry of Public Security of Vietnam shall:
- Direct the police of units and localities to intensify patrolling, monitoring, and strictly handling acts of violations that are the direct cause of traffic accidents, and violations that are the main cause of serious traffic accidents (such as violations of alcohol, drug regulations, oversized and overloaded cargo, "expanding" vehicle bodies...); intensify patrolling, monitoring, and strictly handling violations of motorcycles used commercially for passenger and goods transport through ride-hailing applications on the internet, consider the responsibility of technology connecting application management units when multiple vehicles violate traffic order and safety laws. Focus on building, completing Traffic Command Information Centers and Traffic Monitoring and Management Centers; enhance the application of science and technology, professional technical equipment, surveillance camera systems to detect and handle violations. Promote propaganda, legal education on traffic order and safety; launch a people's movement to denounce, detect, and provide material reflecting violations of traffic order and safety laws for traffic police handling according to law regulations;
- Cooperate with the Ministry of Education and Training to urge and accelerate the implementation of Directive 31/CT-TTg dated December 21, 2023, by the Prime Minister about strengthening traffic safety assurance work for students in the new situation; direct police of units and localities to enhance propaganda, legal education on traffic order and safety in educational institutions; launch thematic patrols to promptly detect and strictly handle violations with potential accident risks for students according to legal regulations; closely cooperate with the education and training sector, local government, educational institutions to manage, deter, educate, prevent infractions by students; review and supplement regulations on the responsibility of family, school in managing, educating students in using motorcycles safely in traffic according to legal regulations;
c) Cooperate with the Ministry of Information and Communications and telecommunication service providers to research methods to create continuous and regular messages to mobile subscribers to propagate compliance with traffic order and safety laws, especially in the field of road traffic; focusing on common violations and punitive measures according to law regulations.
(3) Ministry of Transport of Vietnam shall:
- Intensify the construction of a synchronous transport infrastructure system with several modern works; accelerate the progress of transport infrastructure projects, especially key projects of the transport sector;
- Continue to review and address "black spots", and "potential points" of traffic accidents and unreasonable traffic organization nationwide to propose plans, solutions, roadmaps for resolution. Consider and address the responsibility of units repeatedly suggested but slow to remedy "black spots", and "potential points" causing traffic congestion and very serious, especially severe traffic accidents;
- Continue to rectify, and improve the quality of driver training, examination, and licensing work; review, complete standards and conditions on facilities for driver training institutions. Enhance the quality of vehicle inspection and registration work. Increase the application of information technology in driver training, examination, management, and vehicle inspection work.
(4) Ministry of Education and Training of Vietnam shall cooperate closely with the Ministry of Public Security, People's Committees of provinces and centrally-run cities to strictly implement Directive 31/CT-TTg dated December 21, 2023, by the Prime Minister about strengthening traffic safety assurance work for students in the new situation; develop plans for implementing the Action Plan of the National Traffic Safety Committee on "Not giving vehicles to those ineligible to operate vehicles" nationwide for students. Schools, educational institutions work closely with police forces, local authorities, and families to strictly manage students in complying with traffic order and safety regulations.
(5) Ministry of Information and Communications of Vietnam shall:
- Direct central and local press agencies and mass media to enhance propaganda for the Communist Party’s guidelines and the State’s laws on ensuring traffic order and safety in the new situation; encourage the people to practice traffic culture voluntarily complying with legal regulations on ensuring traffic order and safety; coordinate to disseminate, guide safe traffic participation skills, and traffic accident prevention for participants;
- Direct telecommunication service providers to research methods to create continuous and regular messages to mobile subscribers to propagate compliance with traffic order and safety laws, especially in the field of road traffic; focusing on common violations and punitive measures according to law regulations.
