Monday, October 31, 2022, the 4th Session, 15th National Assembly entered the 9th working day at the National Assembly House, Hanoi Capital.
Press Release No. 9 Fourth Session, 15th National Assembly
Under the chairmanship of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly listened to Nguyen Phu Cuong, Chairman of the Committee on Finance and Budget of the National Assembly, Deputy Head of the National Assembly's supervisory delegation, present the Report of the Supervisory Delegation on the implementation of policies and laws on practicing thrift and combating wastefulness for the period 2016-2021; the National Assembly watched a videoclip on the results of oversight on the implementation of policies and laws on practicing thrift and combating wastefulness for the period 2016-2021. Following this, the National Assembly discussed in the hall the implementation of policies and laws on practicing thrift and combating wastefulness for the period 2016-2021. This session was broadcast live on the Voice of Vietnam, Vietnam Television, and the National Assembly Television of Vietnam.
In the discussion session, 46 delegates gave speeches, and 01 delegate debated. The majority of the delegates fundamentally agreed with the content of the Report from the Supervisory Delegation, the report from the Government of Vietnam, the ministries, and central authorities, clarifying that the reports sufficiently ensured the focus issues, meeting the supreme oversight requirements of the National Assembly. Furthermore, the delegates focused on providing opinions on achieved results; existing limitations; causes, and responsibilities of relevant organizations and individuals concerning the critical points and 7 key areas that the Supervisory Delegation had concentrated on monitoring, such as the issuance and implementation of standards, policies, norms; on the preparation, appraisal, approval of estimates, finalization, and management and use of the state budget; in procurement and use of transport means, work equipment of agencies and organizations in the public sector; in investment, construction, management, and use of working offices, official residences, public welfare works; in the management, exploitation, and use of resources; in organizational structure, management, use of labor, and working time in the public sector; in the management and use of state capital and assets at enterprises.
The delegates also provided opinions on solutions to enhance the effectiveness and efficiency of the implementation of policies and laws on practicing thrift and combating wastefulness in the future; recommendations and proposals to the Politburo, National Assembly, Standing Committee of the National Assembly, and the Government of Vietnam; issues related to immediate and long-term mechanisms and policies to resolve difficulties, obstacles, and bottlenecks related to practicing thrift and combating wastefulness; the contents requiring ministries, central, and local authorities to implement shortly with specific timelines as outlined in the draft Resolution and the report proposed by the Supervisory Delegation.
Additionally, the delegates provided direct opinions on the draft Resolution "Strengthening the implementation of policies and laws on practicing thrift and combating wastefulness" of the National Assembly (regarding the name, structure, content, tasks, and solutions for each agency) and 4 appendices related to the draft Resolution concerning monitoring, urging, supervising, and handling key immediate projects (including projects, series of public investment projects using state capital inefficiently; delayed key projects in the sectors of oil, gas, electricity, coal; fallow and wasteful land projects with significant difficulties; projects that have not yet put land into use).
At the end of the discussion session, Minister of Science and Technology Huynh Thanh Dat; Minister of Finance Ho Duc Phoc clarified several issues that were of concern to the National Assembly delegates.
Tuesday, November 1, 2022:**Morning session*, the National Assembly will hear the Presentation and Appraisal Report on the draft Land Law (amended). Subsequently, the National Assembly will discuss in the hall the draft project on the Anti-Money Laundering Law (amended); Afternoon session, the National Assembly will discuss in groups the draft Cooperative Law (amended) and the draft Civil Defense Law./.
