Under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly spent the entire working day continuing to discuss in the plenary hall on: Results of the implementation of the socio-economic development plan in 2022; proposed socio-economic development plan for 2023; Situation of the implementation of the state budget in 2022, state budget estimate, public investment plan funded by the state budget, central budget allocation plan for 2023 (including the 03-year financial-budget plan for 2023-2025, the situation of the implementation of the 2022 financial plan, the proposed 2023 financial plan for state-managed financial funds outside the budget); the summary of the implementation of Resolution No. 54/2017/QH14 on piloting special mechanisms and policies for the development of Ho Chi Minh City. The session was broadcast live on the Voice of Vietnam, Vietnam Television, and the Vietnam National Assembly Television.

During the discussion session, there were 43 delegates who delivered speeches, and 01 delegate who debated. The delegates generally agreed with the report of the Government of Vietnam and the verification reports of the Economic Committee and the Finance and Budget Committee of the National Assembly. Besides, delegates focused their opinions on issues such as: autonomy of hospitals; human resources, salary, and allowance policies for the healthcare sector; payment of medical examination and treatment costs, health insurance; school violence, domestic violence; lack of teachers in mountainous and remote areas; impacts of social networks on the youth; implementation of the new general education program; budget revenue and expenditure situation in 2022, budget estimate for 2023; economic-social administration in the last months of 2022 and early 2023; efficiency of credit institutions; economic restructuring and growth model transformation; implementation of 3 national target programs; investment, upgrading of roads, electricity, and telecommunications works in mountainous and border areas; land waste; social housing, housing for workers; handling of loss-making investment projects; institutional reform and improvement; administrative discipline, public service discipline; arrangement of administrative units at district and commune levels; preferential policies for people with meritorious services to the revolution…

To achieve the set targets in the upcoming time, delegates also proposed that the Government of Vietnam deploy specific solutions to address the shortage of drugs, equipment, and medical supplies; formulate appropriate policies for the health and education sectors; implement wage reform; complete the disbursement of capital to support the economic recovery and development program, and national target programs; find solutions to control inflation and unblock capital flow; implement renting and purchasing housing for low-income earners; guide safe and effective use of social networks; solve difficulties for small and medium enterprises; invest in supporting localities to develop agriculture; develop comprehensive policies integrating cultural development with economic development; create conditions for the Central Highlands provinces to develop renewable energy and medicinal plants; adjust land use plans; promote the development of the science and technology market, innovation; improve labor productivity and vocational training quality; amend and supplement the Law on Officials…

Commenting on the summary of the implementation of Resolution No. 54/2017/QH14 on piloting special mechanisms and policies for the development of Ho Chi Minh City, delegates agreed that the issuance of the Resolution was a right decision by the National Assembly and that it had brought into play several very specific mechanisms and policies supporting Ho Chi Minh City's socio-economic development; and they agreed in principle to allow the extension of the implementation of the Resolution until the Government of Vietnam proposes a new mechanism at the National Assembly's session by the end of next year (October 2023).

During the discussion, Minister and Chairman of the Committee for Ethnic Minority Affairs Hau A Lenh; Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung; Minister of Industry and Trade Nguyen Hong Dien; Minister of Natural Resources and Environment Tran Hong Ha; Governor of the State Bank of Vietnam Nguyen Thi Hong; Minister of Planning and Investment Nguyen Chi Dung, Minister of Finance Ho Duc Phoc; and Deputy Prime Minister of the Government of Vietnam Vu Duc Dam provided clarifications on several issues of concern to National Assembly delegates.

Monday, October 31, 2022: The National Assembly will hear the report of the National Assembly's Oversight Delegation on the implementation of policies and laws on thrift practice and waste prevention in the period 2016-2021; and will discuss in the plenary hall on the implementation of policies and laws on thrift practice and waste prevention.
