Monday, October 24, 2022, the 4th session of the 15th National Assembly commenced its 4th working day at the National Assembly House, Hanoi Capital, under the chairmanship of National Assembly Chairman Vuong Dinh Hue.

Morning
Under the chairmanship of Permanent Vice Chairman of the National Assembly Tran Thanh Man, the National Assembly listened to Chairwoman of the Social Affairs Committee of the National Assembly Nguyen Thuy Anh presenting the Report on Explanation, Reception, and Revision of the draft Law on Medical Examination and Treatment (Amended). Subsequently, the National Assembly discussed in the hall some contents with differing opinions of the draft Law on Medical Examination and Treatment (Amended).
During the discussion, there were 25 opinions from delegates speaking, and 03 opinions debating. Most delegates agreed with many contents in the Report on Explanation, Reception, and Revision of the draft Law on Medical Examination and Treatment (Amended). Additionally, delegates focused on providing opinions on the following contents: regulatory scope; terminology explanations; state policies on medical examination and treatment; preferential policies to attract talent in the health sector; state management responsibility for medical examination and treatment; National Medical Council; prohibited acts; authority to issue, revoke, suspend practice licenses; organizational forms of medical examination and treatment facilities; liability insurance in medical examination and treatment; financial autonomy mechanisms for medical facilities; costs of medical examination and treatment; rights and obligations of patients; rights and responsibilities of medical facilities; social - professional organizations in medical examination and treatment; Support Fund for Medical Examination and Treatment; private investment in the activity of medical examination and treatment; technical expertise levels in medical examination and treatment; use of language in medical examination and treatment; telemedicine and support for remote medical examination and treatment; determination of professional or technical errors by practitioners; mobilization and deployment of medical facilities in case of natural disasters, catastrophes, and group A infectious disease outbreaks; regulations on emergency, medical equipment, on-call examinations, and nutrition in medical care and treatment; detailed regulations and implementation guidelines. Furthermore, some delegates suggested postponing the adoption of the Law on Medical Examination and Treatment to the 5th session of the 15th National Assembly to further refine and ensure the feasibility of the Law.
Concluding the discussion session, Minister of Health Dao Hong Lan, on behalf of the drafting agency, provided explanations and clarified some issues raised by National Assembly delegates.
Afternoon
The National Assembly discussed in groups the following: Draft Resolution on promulgating Internal Rules of National Assembly Sessions (amended); Project on Anti-Money Laundering Law (Amended); Draft Resolution of the National Assembly on the statute of limitations for disciplinary action against officials and public employees.

Morning: The National Assembly listened to: Presentation and Appraisal Report on the project of the Electronic Transactions Law (amended); Report on Explanation, Reception, and Revision of the draft Inspection Law (amended). Afternoon: The National Assembly listened to: Presentation and Appraisal Report on the project of the Law on Protection of Consumers' Rights (Amended); Report on Explanation, Reception, and Revision of the draft Petroleum Law (amended).
