Under the chairmanship of the Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly of Vietnam discussed in the Hall the draft Electronic Transactions Law (amended).
In the discussion session, 15 delegates spoke. The majority of delegates generally agreed on the necessity to amend the Electronic Transactions Law to institutionalize the views and policies of the Communist Party and the State on perfecting the law to facilitate the national digital transformation process and develop new economic products, services, and models based on digital technology, Internet, and cyberspace; while overcoming the shortcomings and limitations of the 2005 Electronic Transactions Law. Furthermore, delegates focused on discussing the following contents: scope of adjustments, subjects of application, name of the Law; the dossier of the Law project; structure of the draft Law; definitions; consistency with the policies of the Communist Party; constitutionality, legality, consistency with the legal system; compatibility with related international treaties to which Vietnam is a member; state management responsibilities for electronic transaction activities; legal value of data messages; sending and receiving data messages; electronic certificates; electronic signatures; conditions for trusted service providers; conclusion and implementation of electronic contracts; electronic transactions of state agencies; digital transformation support policies; electronic notarization and certification; electronic identity accounts; information systems supporting electronic transactions; information security and cybersecurity in electronic transactions; transitional provisions; enforcement clauses...
At the end of the discussion session, Minister of Information and Communications Nguyen Manh Hung gave a speech providing explanations, clarifying some issues raised by National Assembly delegates.

The National Assembly of Vietnam held a plenary session in the Hall under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai.
Content 1: The National Assembly listened to the Chairman of the National Assembly's Law Committee Hoang Thanh Tung present the Report on explaining, absorbing, and revising the draft Resolution on the state budget estimate for 2023. Subsequently, the National Assembly voted on the Resolution on the state budget estimate for 2023, with the results as follows: 456 delegates participated in the vote (equivalent to 91.57% of the total number of NA deputies), of which 451 delegates agreed (equivalent to 90.56% of the total number of NA deputies); 03 delegates disagreed (equivalent to 0.60% of the total number of NA deputies); 02 delegates did not vote (equivalent to 0.40% of the total number of NA deputies).
Content 2: The National Assembly listened to the Chairman of the National Assembly's Law Committee Hoang Thanh Tung present the draft Resolution on the central budget allocation for 2023. Subsequently, the National Assembly voted on the Resolution on the central budget allocation for 2023, with the results as follows: 458 delegates participated in the vote (equivalent to 91.97% of the total number of NA deputies), of which 453 delegates agreed (equivalent to 90.96% of the total number of NA deputies); 01 delegate disagreed (equivalent to 0.20% of the total number of NA deputies); 04 delegates did not vote (equivalent to 0.80% of the total number of NA deputies).
Content 3: The National Assembly discussed in the Hall the draft Price Law (amended). In the discussion session, 19 delegates spoke. The majority of delegates generally agreed on the necessity to amend the Price Law to perfect the legal price mechanism, meeting the requirements for socioeconomic development in the new context, overcoming the limitations and inadequacies after 9 years of implementing the Law, and contributing to strengthening international economic integration. Furthermore, delegates focused on discussing the following contents: scope of amendments; the dossier of the Law project; definitions; the application of the Price Law and related laws; principles of state price management and regulation; prohibited acts; content of state management of prices; tasks and powers of state agencies; Price Stabilization Fund; national price database; information disclosure; rights and obligations of business organizations, individuals, and consumers; price management and appraisal; bases, methods, and principles of pricing; state price appraisal; goods and services priced by the state; appraisal services; registration to practice price appraisal; price appraisers; conditions for issuing the Certificate of eligibility for price appraisal business services; price stabilization; pricing; price consultation; price declaration, price listing, price referencing; market price synthesis, analysis, and forecasting; elements forming price inspection; compliance check of price and price appraisal law; enforcement validity...
At the end of the discussion session, Minister of Finance Ho Duc Phoc delivered a speech explaining and clarifying some issues raised by National Assembly delegates.
