Thursday, November 10, 2022, the 4th Session of the 15th National Assembly entered the 18th working day at the National Assembly House, Hanoi Capital under the chairmanship of National Assembly Chairman Vuong Dinh Hue.

Morning Session

Content 1: Under the chairmanship of Deputy Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the Hall to listen to Mr. Hoang Thanh Tung, Chairman of the Law Committee of the National Assembly, present the Report on the explanation, absorption, and revision of the draft Law on the Implementation of Grassroots Democracy. Subsequently, the National Assembly voted to pass the Law on the Implementation of Grassroots Democracy with the following result: 455 delegates participated in the vote (representing 91.37% of the total National Assembly members), of which 443 delegates agreed (representing 88.96% of the total National Assembly members); 07 delegates disapproved (representing 1.41% of the total National Assembly members); and 05 delegates did not vote (representing 1.00% of the total National Assembly members).

Content 2: Under the chairmanship of Deputy Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the Hall the project Law on Cooperatives (amended). During the discussion, 21 delegates spoke, and 04 delegates debated. Most delegates agreed on the necessity of promulgating the Law to complete the unified and comprehensive legal framework, contributing to promoting the dynamic, effective, and sustainable development of the collective economy in accordance with Resolution No. 20-NQ/TW dated June 16, 2022, of the fifth Conference of the 13th Central Committee of the Communist Party on continuing to innovate, develop, and improve the efficiency of the collective economy in the new period. Besides, the delegates focused on discussing the following contents: the name of the Law project; the interpretation of terms; the establishment and operation of the cooperative federation; the classification of cooperatives; State policies on developing cooperative economic organizations; criteria and funding for policy implementation; the Cooperative Development Support Fund; the number of cooperative members; workers in cooperative economic organizations; profit and income; cooperative audits; rights and obligations of the General Assembly of members; provisions for undivided common fund; representative organization of cooperative economic organizations; tasks of the representative organization; founding cooperative members; members' rights; contributed capital assets; internal credit activities; transfer of contributed capital of members in cooperative economic organizations with legal entity status; capital mobilization and grants, aid; handling assets and capital when cooperative economic organizations with legal entity status dissolve or go bankrupt; responsibilities of state management agencies...

At the end of the discussion, Minister of Planning and Investment Nguyen Chi Dung gave an explanatory speech, clarifying some issues raised by the delegates.

Afternoon Session

Content 1: Under the chairmanship of Deputy Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the Hall to listen to Mr. Vu Hong Thanh, Chairman of the Economic Committee of the National Assembly, present the Report on the explanation, absorption, and revision of the draft Resolution on the 2023 Socio-Economic Development Plan.

Subsequently, the National Assembly voted to pass the Resolution on the 2023 Socio-Economic Development Plan with the following result: 466 delegates participated in the vote (representing 93.57% of the total National Assembly members), of which 465 delegates agreed (representing 93.37% of the total National Assembly members); 01 delegate did not vote (representing 0.20% of the total National Assembly members).

Content 2: Under the chairmanship of Deputy Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the Hall the project Law on Consumer Protection (amended). During the discussion, 21 delegates spoke, and 02 delegates debated. Most delegates agreed on the necessity of amending the Law on Consumer Protection to overcome existing inadequacies in practice; at the same time, implement the policies of the Communist Party and the State on perfecting the legal framework on consumer rights protection. Besides, the delegates focused on discussing the following contents: the scope of regulation and application subjects of the draft Law; the interpretation of terms; rights and obligations of consumers; protection of vulnerable consumers' rights; protection and use of consumer information; responsibility to ensure the safety and quality of products, goods, and services provided to consumers; the responsibility to recall defective products or goods; exemption from liability for damages caused by defective products or goods; social organizations involved in consumer protection; State policies on consumer rights protection; protection of consumer rights in specific transactions; handling legal violations in consumer rights protection; dispute resolution mechanisms; the role, responsibility of social organizations, the Vietnam Fatherland Front, and political-social organizations participating in consumer rights protection, and coordination mechanisms; role, responsibility, and operational efficiency of state management agencies from the Central to local levels...

At the end of the discussion, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan gave an explanatory speech, clarifying some issues raised by the delegates.

Friday, November 11, 2022: Morning session, the National Assembly will vote to pass the Resolution on the 2023 state budget estimate; discuss in the Hall the project Law on Electronic Transactions (amended); Afternoon session, the National Assembly will vote to pass the Resolution on the allocation of the 2023 central budget; discuss in the Hall the project Law on Prices (amended)./.
