The National Assembly deputies studied documents.

Afternoon

Item 1: Under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session at the Hall, listened to Chairman of the Committee on Science, Technology, and Environment Le Quang Huy present the Report on Explanation, Reception, and Revision of the Draft Law Amending and Supplementing a Number of Provisions of the Law on Radio Frequency.

- The National Assembly voted to approve item d, clause 4, Article 18 of the Law on Radio Frequency (clause 6, Article 1 of the draft law) using the electronic voting system, with the following results: 440 deputies participated in the vote (accounting for 88.35% of the total number of deputies), with 432 deputies agreeing (86.75% of the total number of deputies); 07 deputies did not agree (1.41% of the total number of deputies); 01 deputy did not vote (0.20% of the total number of deputies).

- The National Assembly voted to approve the full text of the draft law using the electronic voting system, with the following results: 447 deputies participated in the vote (accounting for 89.76% of the total number of deputies), with 444 deputies agreeing (89.16% of the total number of deputies); 02 deputies did not agree (0.40% of the total number of deputies); 01 deputy did not vote (0.20% of the total number of deputies).

Item 2: Under the chairmanship of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly discussed in the Hall the Draft Law on Civil Defense.

During the discussion session, 20 deputies spoke. Most deputies basically agreed with the necessity of promulgating the Law on Civil Defense to create a general legal framework for preventing, combating, and overcoming the consequences of war, preventing, combating, and overcoming disasters, incidents, and epidemics to maximally protect the lives, health, and property of the people, and enhancing the legal effectiveness of the civil defense system. In addition, the deputies focused on discussing the following contents: scope of adjustment, layout of the draft law; subjects of application; legal basis; definition of terms; state's policies in civil defense; civil defense command and control agencies; civil defense forces; international cooperation in civil defense; prohibited acts; civil defense training, drills, and exercises; authority to mobilize, deploy forces, and assets; disaster insurance; Civil Defense Fund; levels of civil defense; authority to declare, publicize, abolish civil defense levels; measures to overcome the consequences of war-caused disasters; names of civil defense agencies; types of disasters and incidents; building a National Strategy on Civil Defense; developing the Civil Defense Plan; constructing civil defense facilities; assigning and decentralizing civil defense responsibilities; civil defense training, drills, and exercises; measures to be applied when there is a risk of disasters or incidents; policies for agencies, organizations, and individuals participating, coordinating, collaborating, and supporting civil defense forces; assigning responsibility for state management of civil defense; tasks of military forces in civil defense; measures applied in civil defense at various levels; handling violations of civil defense laws; abolishing and amending some articles of related laws on civil defense; ensuring resources to implement the Law.

At the end of the discussion session, Minister of National Defense Phan Van Giang provided an explanation and clarification on some issues raised by the National Assembly deputies.
