Monday, November 7, 2022, the 4th session of the 15th National Assembly commenced its 15th working day at the National Assembly House, Hanoi Capital, under the chairmanship of National Assembly Chairman Vuong Dinh Hue.

From 08:00 to 09:30
Under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to: Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister of the Government of Vietnam, presenting the Proposal on the project Law on Bidding (amended); Chairman of the National Assembly's Finance and Budget Committee Nguyen Phu Cuong presenting the Verification Report on the project Law on Bidding (amended). Thereafter, the National Assembly discussed in the Hall the draft Resolution on piloting several specific mechanisms and policies for the development of Buon Ma Thuot City, Dak Lak Province. At the discussion session, 10 delegates spoke. Most of the delegates agreed on the necessity to issue the Resolution piloting several specific mechanisms and policies to develop Buon Ma Thuot City, Dak Lak Province to utilize the city's potential and advantages for rapid and sustainable development, making Buon Ma Thuot the central urban area of the Central Highlands, a growth pole that influences the surrounding provinces.
Additionally, the delegates focused on giving opinions on specific contents such as: the increase in loan debt compared to the State Budget Law; increasing regular spending based on population norms; preferential tax policies for some encouraged fields; agricultural, forestry product production investment projects, coffee processing, and coffee-related service chains in Buon Ma Thuot; regulations on local common planning adjustments; construction of functional zones of the urban planning of Buon Ma Thuot City; preferential policies for talented professionals and scientists, especially in some fields needed in Buon Ma Thuot City; investment policies for the development of infrastructure connectivity and cultural tourism development.
Moreover, some delegates suggested clearly defining the term “specialist, talented scientist,” agricultural products; adding policies for developing raw material regions; reviewing for feasibility and fairness of the policies; completing the resolutions to prevent transfer pricing, tax evasion when applying tax policies, ensuring fair competition; conditions to ensure national defense and security due to Buon Ma Thuot's strategic location and the Central Highlands region. Concluding the discussion session, Minister of Planning and Investment Nguyen Chi Dung provided explanations, clarifying issues raised by National Assembly delegates.

Under the chairmanship of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly listened to: Minister of Public Security To Lam, authorized by the Prime Minister of the Government of Vietnam, presenting the Proposal on the implementation of Law on Exit and Entry of Vietnamese Citizens related to the information "place of birth" on the passport; Chairman of the National Assembly's National Defense and Security Committee Le Tan Toi presenting the Verification Report on the implementation of Law on Exit and Entry of Vietnamese Citizens related to the information "place of birth" on the passport.
Subsequently, the National Assembly discussed the draft Resolution on piloting the right to choose car license plates through auction. At the discussion session, 14 delegates spoke, 1 delegate debated. Most delegates generally agreed with the contents of the Government's Proposal on the draft Resolution and the Verification Report of the National Assembly's National Defense and Security Committee. Additionally, delegates focused on giving opinions on the following content: rights and obligations of the auction winner; specifying the starting price for auctioned license plates; auction regulations in cases of only one registered participant, multiple registrants but only one participant, or multiple participants but only one bidder where the plate will be sold at the starting price plus at least one bid increment; rights and obligations of those transferred, given, or inheriting auctioned license plates with the vehicle; rights and obligations of the auction winner to use the auctioned license plate for their owned vehicle; refund policy for auction winners who pass away before the plate is registered; starting price; auction format; pilot duration; stipulations that car license plates are public assets, serving state management (specific assets).
Additionally, a delegate suggested establishing a system to track the IP addresses of computers or smart devices frequently accessing the online auction platform; proposed ways to determine attractive license plates; designing an infographic page to illustrate the auction process for the public’s easier understanding and participation once the Resolution is passed by the National Assembly. Concluding the discussion session, Minister of Public Security To Lam provided explanations, clarifying issues raised by National Assembly delegates.

The National Assembly discussed in groups about: (1) The project on the Law on Price (amended); (2) The project on the Law on Bidding (amended); (3) The implementation of the Law on Exit and Entry of Vietnamese Citizens related to the information "place of birth" on the passport.
Tuesday, November 8, 2022: The National Assembly spent the entire day discussing in the Hall the work reports of the Chief Justice of the Supreme People's Court, the Head of the Supreme People's Procuracy; work on crime and law violation prevention; judgment execution work; 2022 anti-corruption activities./.
