Morning

The National Assembly discussed in groups about the Land Law (amended) project.

Afternoon

The National Assembly held a plenary session at the hall, where the Standing Vice Chairman of the National Assembly Tran Thanh Man delivered an opening speech for the questioning and answering session by National Assembly deputies. After that, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly proceeded to question Minister of Construction Nguyen Thanh Nghi on the first group of issues in the field of construction. Minister of Planning and Investment Nguyen Chi Dung; Minister of Transport Nguyen Van Thang; Governor of the State Bank of Vietnam Nguyen Thi Hong also participated in answering questions related to relevant issues. The questioning session was broadcast live on the waves of Vietnam Radio, Vietnam Television, and Vietnamese National Assembly Television for the electorate and the people of the whole country to follow with interest.

During the questioning session, 36 deputies asked questions, and 1 deputy engaged in debate, focusing on the following contents:

(1) Current status and solutions to improve the quality of planning and management of urban development in Vietnam, especially in major cities (causes of flooding and congestion in urban areas; the state management responsibility of the Ministry of Construction in urban planning, construction, and development; collecting community opinions in planning processes; solutions for degraded urban areas that have not been handed over; management and operation of apartment buildings; causes and solutions to delays in provincial planning approval; handling violations in urban planning and construction without permission; causes and solutions for suspended and shortsighted planning; progress on the Urban Development Management Law; urban green space development; relocation of ministries and central authorities out of Hanoi’s inner city (current status and solutions to accelerate relocation; use of land funds after relocation)).

(2) Management of the real estate market; handling organizations and individuals violating laws in real estate transactions, capital mobilization, and business (forecasting trends in the real estate market in the near future; the Ministry of Construction’s stance on handling organizations and individuals violating laws in real estate transactions, capital mobilization, and business).

(3) Construction of social housing for low-income earners and workers, especially in economic zones, industrial zones, and major cities (policies for social housing development in the future; support levels for social housing; solutions to lower social housing prices, resolve procedural issues in social housing investment and construction; causes and solutions for abandoned resettlement housing; solutions to resolve obstacles in projects building trade union complexes; feasibility of the Scheme for 1 million social housing units for low-income earners and workers for the 2021-2023 period; responsibility of the Ministry of Construction in converting social housing projects to commercial housing projects).

(4) State management responsibility of the Ministry of Construction in the construction, issuance, and implementation of technical standards, unit price, and norms in basic construction. Control of prices and assurance of material resources for constructing projects, especially important national projects (responsibility of the Ministry of Construction in construction material price increases affecting project implementation; work on appraisal and licensing for construction projects; solutions to develop new and alternative materials; decentralization and delegation in state management in construction; solutions for the lagging regulatory framework, technical standards, unit price, and norms in construction; promoting innovation and the application of new technologies in construction).
