Press Release No. 11 Fourth Session, 15th National Assembly

Morning

The National Assembly discussed in groups the Draft Law on Consumer Protection (Amended) and the Draft Law on Electronic Transactions (Amended).

Afternoon

Under the direction of Deputy Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly heard: Minister of Finance Ho Duc Phoc, authorized by the Prime Minister of the Government of Vietnam, present the Statement on the Draft Law on Pricing (Amended); Chairman of the National Assembly's Finance and Budget Committee Nguyen Phu Cuong presented the Evaluation Report on the Draft Law on Pricing (Amended). Subsequently, the National Assembly discussed in the hall the draft Resolution on the Promulgation of the National Assembly's Meeting Rules (Amended).

During the discussion session, there were 18 delegates who spoke, and 03 delegates who debated. The majority of opinions agreed on the necessity of amending the National Assembly's Meeting Rules; also fundamentally agreeing with many contents of the draft Resolution on the Promulgation of the National Assembly's Meeting Rules (Amended), the draft Resolution dossier, and the Evaluation Report of the National Assembly's Law Committee. The delegates unanimously agreed with the purposes, principles of drafting the Resolution, and deemed that the draft Resolution aligns with the policies and guidelines of the Communist Party, ensures constitutionality and legality, essentially ensures consistency with the legal system and feasibility. Additionally, delegates focused their opinions on the content areas such as: adjustment scope; the name of the draft Resolution; National Assembly sessions; responsibilities of National Assembly delegates; plenary sessions of the National Assembly; questioning and answering questions, discussion, debate, and voting at plenary sessions; attendees invited to National Assembly sessions, observers at National Assembly sessions; documents serving the National Assembly sessions; collecting National Assembly delegates' opinions via opinion collection slips; the procedure of Nationality Council and Committees of the National Assembly meetings; the dossier submitted to the National Assembly for deciding on personnel; responsibility of National Assembly delegates during discussions and debates at meetings; the role of the chairperson and designated leaders of the meetings; ensuring order, security, and solemnity at National Assembly sessions; forms of work at National Assembly sessions; dossiers and procedures for the National Assembly to decide on important socio-economic issues; summarizing, aggregating, incorporating, and explaining delegates' opinions at meetings; summing up the session; promulgation of session resolutions.

Additionally, delegates provided opinions on legislative techniques; proposed innovation in the discussion methods at sessions, specified the group discussion and plenary session procedures; supplemented provisions on supervisory activities during the sessions; and the application of translation software.

At the end of the discussion session, Member of the Standing Committee of the National Assembly, Secretary-General of the National Assembly - Head of the National Assembly Office Bui Van Cuong gave a speech to clarify some issues raised by National Assembly delegates.

Thursday, November 3, 2022:Morning, the National Assembly discussed in groups the Draft Law on Land (Amended); Afternoon, the National Assembly conducted questioning and answering questions posed by delegates. The questioning session was broadcast live on Vietnam Television, Voice of Vietnam Radio, and Vietnam National Assembly Television.
