Fourth Session, 15th National Assembly, October 20, 2022

Morning Session

07:15 AM: National Assembly delegates lay wreaths and visit the Mausoleum of President Ho Chi Minh.

At exactly 08:00 AM, the National Assembly holds a preparatory session, listening to: (1) a speech by Chairman of the National Assembly Vuong Dinh Hue; (2) a report by member of the Standing Committee of the National Assembly, Secretary General of the National Assembly, and Chairman of the Office of the National Assembly Bui Van Cuong, which includes explanations, adjustments, and a draft agenda for the Fourth Session of the 15th National Assembly. Following that, the National Assembly discusses, votes, and approves the agenda for the Fourth Session of the 15th National Assembly with the following results: out of 462 participating delegates (accounting for 92.77% of the total delegates of the National Assembly), 461 delegates approved (accounting for 92.57% of the total delegates of the National Assembly), with 01 delegate disapproving (accounting for 0.20% of the total delegates of the National Assembly).

At exactly 09:00 AM, under the chairmanship of the First Vice Chairman of the National Assembly Tran Thanh Man, the National Assembly conducts a flag-raising ceremony. After that, Chairman of the National Assembly Vuong Dinh Hue delivers the opening speech of the Fourth Session of the 15th National Assembly. The opening session witnesses the attendance of General Secretary Nguyen Phu Trong, leaders, and former leaders of the Communist Party, the State, and the Vietnam Fatherland Front; representatives of central ministries, departments, and sectors; heads of foreign diplomatic missions and international organizations in Hanoi.

Following that, under the guidance of the First Vice Chairman of the National Assembly Tran Thanh Man, the National Assembly listens to: (1) Prime Minister of the Government of Vietnam Pham Minh Chinh presenting the Report on the Results of the Implementation of the Socio-Economic Development Plan for 2022 and the Proposed Socio-Economic Development Plan for 2023; (2) Chairman of the National Assembly's Economic Committee Vu Hong Thanh presenting the Verification Report on the Results of the Implementation of the Socio-Economic Development Plan for 2022 and the Proposed Socio-Economic Development Plan for 2023; (3) Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presenting the Report summing up voters' opinions and recommendations sent to the Fourth Session of the 15th National Assembly; (4) Member of the Standing Committee of the National Assembly, Head of the People's Aspirations Committee of the National Assembly Standing Committee Duong Thanh Binh presenting the Report on the Supervision of the Resolution of Voter's Petitions sent to the Third Session of the 15th National Assembly.

The opening session of the Fourth Session of the 15th National Assembly is broadcast live on the Voice of Vietnam (VOV1), Vietnam Television (VTV1), and National Assembly Television of Vietnam for voters and people nationwide to follow.

Under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listens to: (1) Minister of Finance Ho Duc Phoc, authorized by the Prime Minister of the Government of Vietnam, presenting the Report on the Evaluation of the Implementation of the State Budget for 2022, the State Budget Estimate, the Central Budget Allocation Plan for 2023, and the Financial Plan for 2023-2025; (2) Chairman of the National Assembly's Finance and Budget Committee Nguyen Phu Cuong presenting the Verification Report on the Implementation of the State Budget for 2022, the State Budget Estimate, the Central Budget Allocation Plan for 2023, and the Financial Plan for 2023-2025; (3) Governor of the State Bank Nguyen Thi Hong, authorized by the Prime Minister of the Government of Vietnam, presenting the Submission on the Anti-Money Laundering Law (Amended); (4) Chairman of the National Assembly's Economic Committee Vu Hong Thanh presenting the Verification Report on the Anti-Money Laundering Law (Amended); (5) Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister of the Government of Vietnam, presenting the Submission on the Draft Resolution on the Pilot of Special Mechanisms and Policies for the Development of Buon Me Thuot City, Dak Lak Province; (6) Chairman of the National Assembly's Finance and Budget Committee Nguyen Phu Cuong presenting the Verification Report on the Draft Resolution on the Pilot of Special Mechanisms and Policies for the Development of Buon Me Thuot City, Dak Lak Province; (7) Member of the Standing Committee of the National Assembly, Secretary General of the National Assembly, and Chairman of the Office of the National Assembly Bui Van Cuong presenting the Submission on the Draft Resolution Promulgating the Regulations of the National Assembly Session (Amended); (8) Chairman of the National Assembly's Legal Committee Hoang Thanh Tung presenting the Verification Report on the Draft Resolution Promulgating the Regulations of the National Assembly Session (Amended).

Content 2

Under the chairmanship of Chairman of the National Assembly Vuong Dinh Hue, the National Assembly meets privately to listen to: (1) Member of the Standing Committee of the National Assembly, Head of the NA's Deputies Affairs Committee Nguyen Thi Thanh presenting the Submission on the Dismissal of the Auditor General for the 2021-2026 tenure; (2) Prime Minister of the Government of Vietnam Pham Minh Chinh presenting the Submission on the Proposal for the Approval of the Dismissal of the Minister of Transport for the 2021-2026 tenure. Following that, the National Assembly discusses within delegations on the dismissal of the Auditor General for the 2021-2026 tenure and the approval of the dismissal of the Minister of Transport for the 2021-2026 tenure.

Friday, October 21, 2022: Morning Session, (1) The National Assembly holds a private session on personnel matters; (2) The National Assembly listens to: the Submission and Verification Report on the Draft Resolution on the Pilot of Granting Auctioned Car License Plates; the Submission and Verification Report on the Draft Resolution on the Statute of Limitation for Disciplinary Action against Officials and Public Employees; Summary Report on the Implementation of Resolution No. 54/2017/QH14 on the Pilot of Special Mechanisms and Policies for the Development of Ho Chi Minh City and the Verification Report on this content; Afternoon Session, (1) The National Assembly holds a private session on personnel matters; (2) The National Assembly listens to the Explanation, Reception, and Revision Report on the Draft Law Amending and Supplementing Certain Articles of the Law on Radio Frequencies; discusses in the hall certain issues with differing opinions on the Draft Law Amending and Supplementing Certain Articles of the Law on Radio Frequencies./.
