On July 17, 2017, the Ministry of Finance issued Circular 73/2017/TT-BTC detailing the drafting, allocation, and settlement of funds for addiction treatment with substitute medications.
Circular 73 prescribes the estimation, allocation, and settlement of expenses for addiction treatment with substitute medication as follows:
- The estimation, allocation, execution, and settlement of expenses to ensure and support health examination and addiction treatment costs by agencies and units assigned with the task shall be carried out in accordance with the Law on State Budget and its guiding documents.- Annually, along with the prescribed time for estimating the state budget, agencies and units, based on the assurance level, support, and projected number of individuals registering for addiction treatment, shall make budget estimates alongside the regular expenses of the agency or unit to be sent to the managing agency for compilation and to the financial authority of the same level for submission to the competent authority for decision as per the Law on State Budget and its guiding documents. For non-public addiction treatment facilities, they shall prepare a plan for examination, treatment, and financial support needs, and send it to the Department of Health for compilation, to be forwarded to the Department of Finance for submission to the competent authority to consider and arrange within the Department of Health’s budget estimates.
