Preferential Regime for Militia and Self-Defense Forces

The 2009 Militia and Self-Defense Law stipulates the policies, preferential policies for citizens participating in the militia and self-defense forces as follows:

For Regular Militia

Militia members, when mobilized for tasks or executing a deployment decision by the competent authority, are entitled to the following policies:

- Receive a daily labor allowance at a level proposed by the Provincial People's Committee and decided by the same level People's Council but not lower than a coefficient of 0.08 of the general minimum wage.- If performing tasks from 10:00 PM to 06:00 AM or in areas with hazardous or harmful elements, they are entitled to policies as stipulated in the Labor Code.- When performing tasks far from their residence and lacking daily commuting conditions, they:- Are provided with accommodations, transportation support, travel expenses or reimbursement for one round trip.- Receive meal allowances at levels proposed by the Provincial People's Committee and decided by the same level People's Council.- Militia members receive their full salary, benefits, allowances for travel, and travel expenses according to current policies.- If the core militia members have completed their duties in the militia and continue to extend their participation duration, aside from the common policies, when mobilized for tasks they are entitled to additional daily labor allowances.

The increased allowance is proposed by the Provincial People's Committee and decided by the same level People's Council but not lower than a coefficient of 0.04 of the general minimum wage.

For Maritime Militia

Maritime militia members, when training, performing tasks to protect security and order, search, and rescue at sea, are entitled to the following policies:

- Receive a daily labor allowance not lower than a coefficient of 0.12 of the general minimum wage; receive meal allowances similar to naval soldiers on class one ships berthed at bases.- Receive their full salary, benefits, travel allowances, and travel expenses according to current policies.- Maritime militia members participating in tasks to protect sovereignty and sovereign rights in maritime and island areas are entitled to policies defined by the Government of Vietnam.

For Permanent Militia

- Permanent militia receive daily labor allowances not lower than a coefficient of 0.08 of the general minimum wage and are provided with accommodations.- Core militia members who have completed militia duties, including at least 12 months of permanent militia service, are exempt from active military service and receive support as follows:- 01 month of the general minimum wage for service duration from 12 months to less than 18 months;- 02 months of the general minimum wage for service duration from 18 months to less than 24 months;- 03 months of the general minimum wage for service duration of 24 months or more.
