Preferential policies for scientific research, development and transfer of technologies in service of defense industry in Vietnam (Internet image)

The State has policies on scientific research, development and transfer of technologies in service of defense industry in Vietnam as stipulated in Decree 46/2009/ND-CP as follows:

Firstly, domestic and foreign organizations and individuals that participate in scientific research, development and transfer of technologies in service of defense industry shall comply with the laws on science and technology and technology transfer.

Secondly, domestic and foreign organizations and individuals that participate in scientific research, development and transfer of technologies in service of defense industry may enjoy favorable conditions for founding and operation registration; tax and credit incentives, and other preferential policies provided for by law.

Thirdly, the Ministry of Defense shall assume the prime responsibility for. and coordinate with the Ministry of Science and Technology in, working out and managing the implementation of plans on research and application of science, techniques and technologies to production, repair, innovation and modernization of weapons and military technical equipment used for defense and security tasks, prioritizing high technologies and dual-utility technologies, mechano-electronics, automation, electro-telecommunications, information technology, chemicals and new materials.

Fourthly, projects on research into and trial production of new weapons, equipment and tools, and mass production and supply thereof for armed forces shall be implemented under law.

Note: Domestic and foreign organizations and individuals shall:

• Register standards, quality and models of defense products and provide warranty for these products under law;

• Inspect the quality of defense products according to designing and technological documents, technical conditions and product standards set by competent agencies and take responsibility for the quality of their products;

• Expand the forms of partnership and association in order to promote research and application of scientific advances to production, business and management. Supply scientific, technical and technological information, application of information technology to management work, and elaboration of econo-technical norms.
