On September 21, 2010, the Government of Vietnam issued Decree No. 98/2010/NĐ-CP detailing a number of articles of the Law on Cultural Heritage and the Law amending and supplementing a number of articles of the Law on Cultural Heritage of Vietnam, which stipulates preferential policies for People's Craftspersons and Eminent Craftspersons.
The title "People's Craftsperson" or "Eminent Craftsperson" shall be conferred to an individual with merits in protecting and promoting the values of intangible cultural heritages. These persons are entitled to the preferential policies specified in Article 10 of Decree No. 98/2010/NĐ-CP of Vietnam’s Government, specifically as follows:
- To receive financial support and favorable conditions in space and ground for training, creation, presentation, display and introduction of products;
- To receive tax breaks for the protection and promotion of intangible cultural heritage values under the tax law:
- To receive monthly allowances and other incentives, if having low incomes or meeting with difficulties.
The Ministry of Culture, Sports and Tourism shall assume the prime responsibility for, and coordinate with the Ministry of Finance, the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Health and concerned ministries and branches in promulgating the policies.
