Below are the regulations regarding the practical internship for motor vehicle registration officer in Vietnam from January 1, 2025.

On November 15, 2024, the Minister of Transport issued Circular 45/2024/TT-BGTVT regarding the issuance, re-issuance, temporary suspension, and revocation of certification for road motor vehicle inspectors. The circumstances under which an inspector’s certification may be revoked are stipulated below.

Practical internship for motor vehicle registration officer in Vietnam is the process by which trainees apply the knowledge and skills acquired after training into the specialized work at inspection facilities under the guidance and supervision of an inspector;

Practical internship for motor vehicle registration officer in Vietnam is as follows:

(1) Trainees requesting the issuance of a Class III and Class I inspector certificate are not required to undergo on-the-job training as specified in clauses (3) and (4).

(2) Within 60 days from the date of successful completion of professional training, trainees requesting the issuance of a Class II inspector certificate must conduct their training at an inspection facility. Beyond this period, if a trainee does not undertake the on-the-job training, they must retrain. Trainees will be guided by a Class I or Class II inspector with 24 months or more of experience and must prepare a report on the on-the-job training results per Appendix III issued alongside Circular 45/2024/TT-BGTVT.

(3) Time and volume of training:

(i) 3 months for trainees with an existing inspector certificate who perform one or more specialized tasks as specified in clause 2 Article 4 of Circular 45/2024/TT-BGTVT or have been employed at warranty, maintenance, repair, automobile production, assembly facilities, meeting the production, assembly, import, and business service of automobiles maintenance by the Government of Vietnam for over 18 months (based on the date of first inspector certificate issuance or accumulated based on employment contracts and social insurance records):

- Trainees must conduct inspection and assessment of at least 100 vehicles per stage for various vehicle types (may practice multiple stages on one vehicle);

- Drafting vehicle dossiers must be performed for at least 15 vehicles;

- Certification of safety and environmental protection for refitted motor vehicles for at least 10 vehicles;

(ii) 6 months for trainees with an existing inspector certificate who perform one or more specialized tasks, as stated in clause 2 Article 4 of Circular 45/2024/TT-BGTVT or have been employed at warranty, maintenance, repair, automobile production, assembly facilities meeting the relevant conditions by the Government of Vietnam for 12 to 18 months (based on the first certificate issuance date or accumulated based on employment contracts and social insurance records):

- Trainees must conduct inspection and assessment of at least 200 vehicles per stage for various vehicle types (may practice multiple stages on one vehicle);

- Drafting vehicle dossiers must be performed for at least 30 vehicles;

- Certification of safety and environmental protection for refitted motor vehicles for at least 20 vehicles;

(iii) 9 months for trainees with an existing inspector certificate who perform one or more specialized tasks as stated in clause 2 Article 4 of Circular 45/2024/TT-BGTVT or have been employed at warranty, maintenance, repair, automobile production, assembly facilities meeting the relevant conditions by the Government of Vietnam for 6 to 12 months (based on the first certificate issuance date or accumulated based on employment contracts and social insurance records):

- Trainees must conduct inspection and assessment of at least 300 vehicles per stage for various vehicle types (may practice multiple stages on one vehicle);

- Drafting vehicle dossiers must be performed for at least 45 vehicles;

- Certification of safety and environmental protection for refitted motor vehicles for at least 30 vehicles;

(iv) Minimum of 12 months for cases not specified at points (i), (ii), (iii):

- Trainees must conduct inspection and assessment of at least 400 vehicles per stage for various vehicle types (may practice multiple stages on one vehicle);

- Drafting vehicle dossiers must be performed for at least 60 vehicles;

- Certification of safety and environmental protection for refitted motor vehicles for at least 40 vehicles.

(4) Training content:

- Use of programs and software at inspection facilities including: vehicle data lookup; inspection management software; alert software; evaluation check programs, equipment operation programs, and other business management software;

- Internship in drafting vehicle dossiers and inspecting 5 stages;

- Internship in certifying safety and environmental protection for refitted motor vehicles.

(Clause 3 Article 3 and Article 6 of Circular 45/2024/TT-BGTVT)

Circular 45/2024/TT-BGTVT takes effect from January 1, 2025; point d clause 1 Article 14 of Circular 45/2024/TT-BGTVT shall be applied from January 1, 2026 for inspectors conducting motor vehicle inspection tasks.
