According to the provisions of Article 6 of Circular 19/2018/TT-BGTVT, Railway Inspectors have the following rights and responsibilities:
1. Request vehicle owners or organizations involved in design, manufacturing, new construction, modification, restoration, repair, maintenance, testing, and management of vehicles and equipment to provide technical documentation and ensure necessary conditions for inspection activities.
2. Reserve and report to higher authorities any opinions that differ from the decisions of the direct supervising leader regarding the assessment conclusions on the technical condition and compliance of the subject of appraisal, inspection, and evaluation.
3. Sign and use stamps and professional seals when creating inspection records for the subject of appraisal, inspection, and evaluation as per regulations.
4. Refuse to perform appraisal, inspection, and evaluation if the assigned work exceeds the recognized professional capacity or when workplace safety conditions are deemed inadequate.
5. Railway Inspectors are responsible to the unit leadership and the law for the results of the assigned work.
6. Railway Inspectors perform assigned tasks in accordance with the functions, duties, and authorities of the inspection organization and legal regulations.
