On February 10, 2019, the Ministry of Labor, Invalids and Social Affairs issued Circular 54/2018/TT-BLDTBXH regulating the minimum amount of knowledge and the competency requirements that learners must achieve after graduating from intermediate and college levels in health and social services sectors, which comes into effect.

According to the regulation on the minimum volume of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in the midwifery field, promulgated together with Circular 54/2018/TT-BLDTBXH, it stipulates that after graduating from the college level in the midwifery sector, learners have the competence to meet the requirements at job positions in the industry, including:
- Reproductive health care, abortion services for women, and family planning;- Prenatal care for mothers;- Care for mothers during labor and delivery;- Postpartum care for mothers;- Neonatal care after birth.
Additionally, with the minimum volume of knowledge and competency requirements that students must achieve after graduating from the midwifery college level, they can continue to develop at higher levels. Post-graduation, learners have the capability for self-study and updating scientific and technological advancements within the field to enhance their competence or to pursue higher education in the same field or within related industries or training areas.
