Regarding this issue, LawNet answers as follows:

On September 26, 2023, the Government issued Decree 72/2023/ND-CP regulating standards and norms for car use by officials, agencies, and units of the Party and State.

Positions allowed to regularly use a car during work, with regulated prices

Specifically, Article 6 of Decree 72/2023/ND-CP regulates positions that are allowed to regularly use a car during work, with the following price regulations:

(1) Titles are allowed to regularly use a car during work with a maximum purchase price of 1,600 million VND/vehicle (equivalent to 1.6 billion VND), including:

- Official member of the Party Central Committee;

- Head of Party committee and agency at the Central level;

- Director of Ho Chi Minh National Academy of Politics;

- Editor-in-Chief of Nhan Dan Newspaper, Editor-in-Chief of Communist Magazine;

- Member of the National Assembly Standing Committee (General Secretary, Head of the National Assembly Office;

- Chairman of the Ethnic Council, Chairman of the National Assembly Committees;

- Head of the Delegate Affairs Committee, Head of the People's Prayer Committee under the Standing Committee of the National Assembly).

(2) Titles are allowed to regularly use a car during work with a maximum purchase price of 1,550 million VND/vehicle (equivalent to 1.55 billion VND), including:

- Ministers and Heads of ministerial-level agencies;

- Head of the President's Office;

- Total state audit;

- Heads of central socio-political organizations are guaranteed operating funds by the state budget;

- Vice Chairman - General Secretary of the Central Committee of the Vietnam Fatherland Front;

- Secretary of the Provincial Party Committee, City Party Committee, and Party Committee of the Centrally Affiliated Bloc;

- Deputy Secretary of the Hanoi Party Committee; Deputy Secretary of the Ho Chi Minh City Party Committee;

- Chairman of the People's Council; Chairman of the People's Committee of Hanoi and Ho Chi Minh City;

- Deputy Chairman of the Central Inspection Committee.

(3) Titles are allowed to regularly use a car during work with a maximum purchase price of 1,500 million VND/vehicle (equivalent to 1.5 billion VND), including:

- President of Vietnam Academy of Social Sciences;

- President of Vietnam Academy of Science and Technology;

- Chairman of the Committee for Management of State Capital at Enterprises;

- General Director of Vietnam News Agency, General Director of Voice of Vietnam, General Director of Vietnam Television.

Note:

- In case a person holds multiple titles or positions that have standards for using cars, the highest standards will apply. When the predecessor retires, transfers jobs, or, for other reasons, no longer holds that position but the equipped car is not eligible for replacement or liquidation according to regulations, then the successor will continue to use it without new equipment, except in cases where the car is decided by a competent agency or person to be handled according to the provisions of the law on the management and use of public assets.

- Whichever position an alternate member of the Party Central Committee is holding will be subject to the standards and norms for using cars according to the position he or she is working at.

- For positions, including leadership and management positions in agencies, organizations, and units that have not been specifically regulated, when the competent authority stipulates which title or position is equivalent to which title or position, the standards for using official cars and cars serving general work of equivalent titles and positions shall apply.
