Regarding this issue, LawNet would like to answer as follows:
On October 30, 2023, the Government issued Resolution 175/NQ-CP approving the National Data Center Project.
In terms of location, the National Data Center is a data center built, managed, exploited, and operated by the Government; It integrates, synchronizes, stores, shares, analyzes, exploits, and coordinates the data of state agencies according to the provisions of law to form a data warehouse about people and a comprehensive data warehouse from national databases; Data at the National Data Center is the core platform providing data-related services, supporting policy making, creating development, building digital government, digital society, and digital economy, and ensuring national defense and security.
At the same time, provide information technology infrastructure for socio-political organizations, national database systems, and agencies that need to use them to exploit, operate, improve efficiency, and ensure information security and safety.
Legal position The National Data Center is an independent administrative unit, equivalent to the Department level of the Ministry of Public Security, directly managed and directed by the Minister of Public Security. The Minister of Public Security specifies the functions, tasks, powers, and organization of the National Data Center. |
Regarding the role:
- Integrate, synchronize, store, exploit, share, analyze, and coordinate all aggregated data from national databases related to people (including people with Vietnamese nationality and people involved in socio-economic activities in Vietnam) according to the provisions of law to create a data warehouse about people; Human-related data includes digitized information with content associated with humans, including: population data, insurance, health and social security, education and training, civil servants, public employees, identification, civil status, financial activities, and other activities from national databases, databases of ministries, branches, localities, and other databases.
- Use collected and synchronized data to simplify administrative procedures and improve the service of state agencies to people and businesses. At the same time, conduct in-depth analysis to support the Government in state management; offering security policies related to insurance, health care, education, etc., contributing to promoting development and progress for society.
- In-depth analysis of data ensures support for the development of policy mechanisms, planning, and national development strategies. At the same time, it creates conditions for the development of many new products and services based on digital data exploited from shared data warehouses and open data warehouses, contributing to promoting socio-economic development.
- Focus on modern, synchronous technologies and solutions, ensuring security and safety, to provide information technology infrastructure for Party agencies, the National Assembly, state agencies, and socio-political organizations when needed.
- International exchange and connection to share information, research, build and implement national development strategies, lay a research foundation, and support the exploitation and development of national science and technology.
The following subjects are allowed to use the services of the National Data Center:
(i) For ministries, departments, branches, localities, and socio-political organizations: Systems using station infrastructure and information technology infrastructure in the shared area of the National Data Center include:
- Shared data warehouse, open data warehouse synchronized from general data warehouse in dedicated area.
- National database systems.
- Systems of agencies and organizations of the Party, National Assembly, and socio-political organizations.
- Systems of agencies, units, and organizations of state agencies that need to use station infrastructure and information technology infrastructure at the National Data Center.
(ii) For people and businesses
People and businesses provide and exploit their own information and data in the open data warehouse in the shared area of the National Data Center according to the provisions of the law.
