Port Authorities' Organization and Operation Principles

On October 31, 2016, the Ministry of Transport issued Circular No. 31/2016/TT-BGTVT stipulating the organization and operation of Maritime Port Authorities.

The principles for the organization and operation of Maritime Port Authorities are specified in Circular 31/2016/TT-BGTVT as follows:

- A sea port is managed by a single Maritime Port Authority performing state management duties over maritime activities.- A Maritime Port Authority performs state management duties at one or several sea ports and the assigned management area.- The Minister of Transport decides on the establishment, reorganization, and dissolution of Maritime Port Authorities based on the proposal of the Director General of the Vietnam Maritime Administration.- The organization and operation of Maritime Port Authorities must comply with the provisions of the Vietnam Maritime Code, Circular 31, and other relevant regulations of Vietnamese law and international treaties to which the Socialist Republic of Vietnam is a member.
