Decree 52/2018/ND-CP issued by the Government of Vietnam on April 12, 2018, stipulates the development of rural industries, applicable to domestic and foreign organizations and individuals directly investing in the development of production, business, and services in rural industries, as well as related organizations and individuals.
One of the State's policies for developing rural trades is to support the training of human resources in this activity, specifically:
- Individuals engaged in traditional occupations; individuals working in craft villages, traditional craft villages, and individuals working at rural occupational facilities, are supported with vocational training according to current regulations.- Artisans in the field of rural trades are supported by the State with funding for organizing professional pedagogical training and teaching skills; they receive remuneration as stipulated when participating in vocational training for rural labor. When artisans directly pass on their craft, they can collect tuition fees from learners based on mutual agreement.- Local budgets partially support the cost of classes for rural occupational facilities that directly organize vocational training classes. For training in the form of apprenticeship, skills transfer by artisans, and craftsmen, expenses are settled based on actual numbers.- Investment projects in rural vocational training facilities enjoy policies regarding vocational training for rural laborers as stipulated.
The funding source is ensured by the budget from education, training, and vocational training expenditures; the National Target Program on New Rural Development, related programs and projects, and other legitimate sources.
Decree 52/2018/ND-CP effective from June 1, 2018, replaces Decree 66/2006/ND-CP.
