Policy on Supporting Families and Individuals Adopting Social Protection Beneficiaries

Circular 98/2017/TT-BTC has been issued by the Ministry of Finance stipulating the management and use of non-business funds to implement the Target Program for the Development of the Social Assistance System for the period 2016-2020.

The family or individual providing temporary care for social protection beneficiaries is entitled to the following support policies:

- For families and individuals caring for social protection beneficiaries:

- Monthly allowance and other support policies as specified in Clause 1 and Clause 2, Article 20 of [Decree 136/2013/ND-CP](https://lawnet.vn/vb/nghi-dinh-136-2013-nd-cp-chinh-sach-tro-giup-xa-hoi-bao-tro-xa-hoi-336ed.html) and Clause 3 and Clause 4, Article 17 of [Decree 28/2012/ND-CP](https://lawnet.vn/vb/nghi-dinh-28-2012-nd-cp-huong-dan-luat-nguoi-khuyet-tat-21abe.html);- One-time support for purchasing personal items for the beneficiary: Maximum 700,000 VND per beneficiary;

- For social protection facilities directly returning social protection beneficiaries to the community for family or individual care:

- Travel expenses for returning the beneficiary to their place of residence: Expense levels as stipulated in Point g, Clause 8, Article 4 of Circular 98;- Communication expenses with the family or individual caring for the beneficiary: Maximum 200,000 VND per beneficiary;- Training expenses for instructing the family on how to care for the beneficiary: 500,000 VND per beneficiary.
