According to Article 4 of the Law on Road 2024, the policies for the development of road operations are specified as follows:
- Policies for the development of road infrastructure include:
+ Concentrating resources to develop modern road infrastructure that adapts to climate change and is environmentally friendly; synchronously connecting road routes, other modes of transport with road transport;
+ Establishing mechanisms to promote the mobilization of social resources, diversifying forms, methods of investment, construction, management, operation, exploitation, and maintenance of road infrastructure;
+ Prioritizing the development of expressways, key road projects that connect regions, large urban areas, domestic and international centers; road infrastructure for ethnic minorities, mountainous areas, islands, and border areas; accessible and safe road infrastructure for vulnerable groups; urban road infrastructure to reduce traffic congestion; border patrol roads, coastal roads serving the goal of combining socio-economic development with national defense and security.
- Developing reasonable types of transport business; creating a healthy competitive environment among types of transport business by automobiles; developing intelligent transportation; prioritizing the development of public passenger transport by bus and other means of transportation.
- Encouraging, creating conditions for organizations, individuals from Vietnam and abroad to invest in, exploit road infrastructure and road transport activities; researching, applying advanced science, technology, sustainable materials, environmentally friendly and training human resources in the road sector.
- Destroying road infrastructure; exploiting, using road infrastructure contrary to legal regulations.
- Unauthorized connection to main roads, branch roads; illegally dismantling, moving, or altering road works.
- Encroaching, occupying, illegally using, building within the protection scope of road infrastructure.
- Installing, dismantling, moving, adjusting, obscuring road signs contrary to legal regulations; attaching, hanging, installing unrelated content to the meaning, purpose of road signs on road signs or distorting road signs.
- Transport business by car, four-wheeled vehicles with a motor without a transport business license according to legal regulations or doing business inconsistently with the license.
- Establishing illegal passenger pick-up and drop-off points, loading and unloading goods.

- Ensuring smooth, safe, synchronous, effective, environmentally friendly traffic, serving the transportation needs of goods and convenient travel for people, contributing to socio-economic development, ensuring national defense, security, and environmental protection, disaster prevention, and international integration.
- Developing roads according to planning; efficiently using resources; connecting road transport modes with other transport modes; promoting the application of advanced science, technology, ensuring civilization, modernity, and synchronicity.
- Implementing uniformly based on specific assignment, decentralization of responsibilities, authority, while closely coordinating between Ministries, branches, and local authorities at all levels.
- All violations of the law on road operations must be promptly detected, prevented, strictly processed, and in accordance with the law.

More details can be found in Law on Road 2024, which comes into force in Vietnam from January 1, 2025, except for the provisions at points a and b of Clause 2 of Article 42, Article 43, Article 50, Clause 1 of Article 84 effective from October 1, 2024.
