The state's policies for assistance for artels, cooperatives cooperative unions in market access and research in Vietnam from November 1, 2024, are stipulated in Decree 113/2024/ND-CP.

Policies for assistance for cooperatives in market access and research in Vietnam from November 1, 2024

The state policies for assistance in access and market research for cooperatives, cooperatives unions in Vietnam  are stipulated in Article 12 of Decree 113/2024/ND-CP as follows:

(1) Support recipients: Cooperatives, cooperative unions.

(2) Support content:

- Cooperatives and cooperative unions are provided with information on legal, economic matters; market survey and research; forecast information, warnings on trade defense measures applied to Vietnam's export goods on the national cooperative information portal and the electronic information pages of ministries, agencies under the Government of Vietnam, central agencies of associations, unions, provincial People's Committees;

- Funding support for participating in fairs, exhibitions, forums, and trade promotion activities organized by ministries, central authorities, and local authorities domestically and internationally;

- Funding support for quality certification, brand building, trademarks, goods origin, and traceability;

- Funding support for the application and certification of standards to develop the market for cooperatives and cooperative unions with linkage contracts forming raw material areas, production, and product consumption;

- Support for the cost of renting locations and operating product introduction and sales points in localities;

- Funding support for building, implementing, and participating in e-commerce exchanges;

- Priority support for participating in programs of products, goods, and services with local origins, featuring economic, cultural values, and local advantages.

(3) State budget support:

- The state budget supports up to 100% of the cost for participating in domestic fairs and exhibitions; the cost of renting locations and operating some product introduction, sales points of collective economic organizations;

- The state budget supports up to 100% of the cost for participating in fairs and exhibitions abroad; organizing collective economic forums; supporting the registration of quality certification, brand building, trademarks, goods origin; building and implementing e-commerce exchanges;

- The specific support funding for each policy is considered and decided by ministries, central agencies, People's Councils at all levels, or submitted to competent authorities for consideration and decision in accordance with the priority direction and the ability to balance resources in different periods and legal provisions.

Principles for Implementing State Policies on Developing Cooperatives and Cooperative Unions in Vietnam

According to Article 17 of the Law on Cooperatives 2023, the implementation of state policies on developing cooperatives and cooperative unions in Vietnam is based on the following principles:

- Ensuring openness, transparency regarding content, recipients, procedures, resources, support levels, and implementation results.

- Synchronous implementation with the overall program on collective economic development, appropriate to the state's resource balancing ability in each period.

- In cases where cooperatives and cooperative unions simultaneously meet conditions of different levels in the same policy content at the same time according to the Law on Cooperatives 2023 and other related laws, cooperatives and cooperative unions can choose the most advantageous support level.
