Policies encouraging livestock waste treatment under newest regulations in Vietnam

According to Article 10 of Decree 106/2024/ND-CP regarding policies encouraging livestock waste treatment in Vietnam:

* Beneficiaries

Organizations and individuals engaged in livestock activities as prescribed in Clause 2, Article 21 of Decree 13/2020/ND-CP dated January 21, 2020, by the Government of Vietnam, providing detailed guidelines for the Livestock Law 2018.

* Content and Level of Support

- Support up to 50% of the value of livestock waste treatment products to encourage the application of livestock waste treatment. The maximum support levels are as follows: 5 million VND per facility (household farming); 50 million VND per facility (small and medium-sized farm); 100 million VND per facility (large-scale farm).

- Support up to 50% of the value of biogas projects to encourage livestock waste treatment. The maximum support levels are as follows: 7 million VND per project (household farming); 300 million VND per project (small and medium-sized farm); 1 billion VND per project (large-scale farm).

- Support up to 30% of the cost of purchasing materials, equipment, and testing costs to encourage livestock farming according to biosecurity and epidemic safety criteria. The maximum support levels are as follows: 20 million VND per facility (household farming); 50 million VND per facility (small-scale farm); 70 million VND per facility (medium-scale farm); 200 million VND per facility (large-scale farm).

* Conditions for Support

- Comply with the provisions of Articles 55, 56, and Clause 2 of Article 57 of the Livestock Law 2018.

- Engage in livestock farming and construct new biogas projects in accordance with the technical guidelines of the Ministry of Agriculture and Rural Development on livestock waste treatment or use livestock waste treatment products announced on the electronic portal of the Ministry of Agriculture and Rural Development or construct new biogas projects using livestock waste treatment products recognized for technical advancement in the field of livestock as specified in points a and b, Clause 2, Article 10 of Decree 106/2024/ND-CP.

Regulations on supporting market development of livestock products in Vietnam

According to Article 6 of Decree 106/2024/ND-CP, which stipulates support for market development of livestock products in Vietnam as follows:

- Beneficiaries

Organizations and individuals implementing projects for the market development of livestock products.

- Content and Level of Support

+ Support investment up to 50% of the total cost of constructing cold storage facilities for preserving livestock and poultry meat products; the maximum support level is not more than 3 billion VND per cold storage.

+ Support up to 30% of the total cost for product brand promotion; the maximum support level is not more than 1 billion VND per project.

+ Support up to 30% of the total cost for training and developing market strategies for livestock products, the maximum support level is not more than 100 million VND per project.

- Conditions for Support:

+ Market development of livestock products must align with the local socio-economic development plans.

+ Develop and expand the market for livestock products with value chain linkage from livestock farming - slaughtering - processing or livestock farming - slaughtering - processing - consumption.

+ Investment projects must be implemented according to legal regulations on investment and be accepted upon completion for the support content specified in point a, Clause 2, Article 6 of Decree 106/2024/ND-CP.

+ Have invoices and related documents for the cost items incurred.

More details can be found in Decree 106/2024/ND-CP, which comes into force in Vietnam from September 20, 2024.
