Recently, the Ministry of Science and Technology issued Circular 24/2015/TT-BKHCN regulating inspectors, official specialized inspectors, and collaborating inspectors in the field of science and technology in Vietnam.

Article 11 of Circular 24/2015/TT-BKHCN stipulates the policies for collaborators in inspection in the field of science and technology in Vietnam as follows:
- They are paid their full salary and allowances (if any) by their managing agency.
- They are provided travel expenses, ensured necessary working conditions and means, and other benefits similar to the members of the Inspection Team by the agency mobilizing them.
- They receive training and workshops on inspection skills.
- They enjoy policies as stipulated by law.
Additionally, Article 12 of Circular 24/2015/TT-BKHCN stipulates that the expenses for mobilizing collaboration inspectors are covered by the Inspectorate of the Ministry, the Inspectorate of the Department, and the Inspectorate of the Office from the state budget. Annually, the Chief Inspector of the Ministry, the Chief Inspector of the Department, and the Chief Inspector of the Office will prepare an estimate for the expenses of mobilizing collaboration inspectors and submit it to the competent authorities for approval. The expenses for mobilizing collaboration inspectors are allocated outside the administrative expenditure quota according to the staffing regime.
Note: At the end of the mobilization or inspection period, the mobilizing agency must provide written comments and assessments on the performance of the collaboration inspectors to the head of the direct managing agency of the mobilized person. The content of the comments and assessments includes:
- The results of the assigned task performance;- Discipline awareness;
- Recommendations for commendation or discipline (if any).
More details can be found in Circular 24/2015/TT-BKHCN, which comes into effect in Vietnam from January 15, 2016.
