Here is the noteworthy content prescribed in Circular 16/2013/TT-BCA of the Ministry of Public Security regarding the procedures to be followed when officers of the People's Public Security retire to receive a pension.
Article 6 of Circular 16/2013/TT-BCA stipulates to acknowledge the service of Police officers in the career of protecting national security, the Ministry of Public Security shall give gifts to retiring police officers, including the following gifts:

- A souvenir gift.- Cash gifts:
- Retiring leaders of the Ministry of Public Security are given 6 months of minimum wage.- Retiring leaders at the General Department level and equivalent are given 5 months of minimum wage.- Retiring leaders at the Department level and equivalent; provincial police leaders are given 4 months of minimum wage.- Remaining retirees are given 3 months of minimum wage.
- In cases where individuals hold leadership positions but then cease to hold these positions due to extended service age, upon retirement, cash gifts are based on the leadership positions held before the service age extension.- (The minimum wage amount mentioned above is applied by the Government of Vietnam for armed forces at the time the officer enters retirement waiting period as stated in the retirement waiting decision by the competent authority, or the time of retirement pay for cases not in the retirement waiting period).
Note, the souvenir gifts and cash gifts are given during the retirement decision announcement ceremony. In cases of immediate retirement (without announcement and waiting period), the gifts are given at the retirement certificate awarding ceremony.
The funding for producing souvenir gifts and cash gifts is sourced from the regular budget of the Ministry of Public Security.
