Recently, the Government of Vietnam has approved the Plan for the fishing ports system and storm shelter areas for fishing vessels for the period 2021 - 2030, with a vision to 2050.

On 07/03/2024, the Government of Vietnam issued Decision 582/QD-TTg regarding the approval of the planning for the fishing port system, storm sheltering areas for fishing vessels for the period 2021 - 2030, with a vision to 2050.
With the general goal of 2030, the planning of the fishing port system, storm sheltering areas for fishing vessels aims to complete and modernize the infrastructure of the fishing industry, meet the logistics service demand of the fishing industry, ensure food safety, reduce post-harvest losses, ensure safety for fishing vessels and fishermen, promote economic and social development; enhance the effectiveness of fishery management, strengthen international integration; adapt to climate change, protect the environment and marine ecosystems, and contribute to national defense and security.
The planning of the fishing port system and storm sheltering areas for fishing vessels for the period 2021 - 2030 includes the following contents:
(1) Planning of major fishery centers
Invest in 5 major fishery centers integrated within the system of fishing ports, storm sheltering areas for fishing vessels, infrastructure, and logistics services at sea regions.
Build a major fishery center in Hai Phong associated with the fishing ground of the Gulf of Tonkin at Lap Le Commune, Thuy Nguyen District, Hai Phong City.
Build a major fishery center in Da Nang associated with the East Sea and Hoang Sa fishing grounds at Tho Quang Ward, Son Tra District, Da Nang City.
Build a major fishery center in Khanh Hoa associated with the Southern Central Coast and Truong Sa fishing grounds at Cam Linh Ward, Cam Ranh City, Khanh Hoa Province.
Build a major fishery center in Ba Ria - Vung Tau associated with the Southeastern fishing grounds at Long Son Commune, Vung Tau City, Ba Ria - Vung Tau Province.
Build a major fishery center in Kien Giang associated with the Southwestern fishing grounds at Tay Yen A Commune, An Bien District, and Binh An Commune, Chau Thanh District, Kien Giang Province.
(2) Planning the fishing port system and storm sheltering areas for fishing vessels
By 2030, the country will have 173 fishing ports including 39 type-I ports, 80 type-II ports, and 54 type-III ports, handling a total seafood amount of approximately 2,983,000 tons/year, and 160 storm sheltering areas for fishing vessels (including 30 regional areas and 130 provincial areas), accommodating approximately 90,600 fishing vessels.
* Planning by islands and mainland
On the mainland, there are 141 fishing ports, including 33 type-I ports, 55 type-II ports, and 53 type-III ports, handling a total seafood amount of approximately 2,750,000 tons/year, and 125 storm sheltering areas for fishing vessels including 20 regional areas and 105 provincial areas, accommodating approximately 73,940 fishing vessels.
On the islands, there are 32 fishing ports, including 6 type-I ports, 25 type-II ports, and 1 type-III port, handling a total seafood amount of approximately 233,000 tons/year, and 35 storm sheltering areas for fishing vessels including 10 regional areas and 25 provincial areas, accommodating approximately 16,660 fishing vessels.
* Planning by sea regions
The fishing port system has 45 ports (4 on islands and 41 on the mainland); including 13 type-I ports, 19 type-II ports, and 13 type-III ports handling a total seafood amount of approximately 743,000 tons/year;
The storm sheltering area system for fishing vessels has 47 areas (7 on islands and 40 on the mainland); including 7 regional areas and 40 provincial areas, accommodating approximately 24,080 fishing vessels.
The fishing port system has 82 ports (21 on islands and 61 on the mainland); including 16 type-I ports, 36 type-II ports, and 30 type-III ports handling a total seafood amount of approximately 1,088,000 tons/year;
The storm sheltering area system for fishing vessels has 73 areas (19 on islands and 54 on the mainland); including 16 regional areas and 57 provincial areas, accommodating approximately 39,920 fishing vessels.
The fishing port system has 33 ports (3 on islands and 30 on the mainland); including 7 type-I ports, 17 type-II ports, and 9 type-III ports handling a total seafood amount of approximately 713,000 tons/year;
The storm sheltering area system for fishing vessels has 24 areas (2 on islands and 22 on the mainland); including 4 regional areas and 20 provincial areas, accommodating approximately 17,000 fishing vessels.
The fishing port system has 13 ports (4 on islands and 9 on the mainland); including 3 type-I ports, 8 type-II ports, and 2 type-III ports handling a total seafood amount of approximately 439,000 tons/year;
The storm sheltering area system for fishing vessels has 16 areas (7 on islands and 9 on the mainland); including 3 regional areas and 13 provincial areas, accommodating approximately 9,600 fishing vessels.

(3) Land and water usage demand
Allocate the use of land (including water surface) for the development of the fishing port system, storm sheltering areas for fishing vessels while ensuring requirements for environmental protection activities, climate change response, ecological conservation, landscape preservation, historical-cultural relics, scenic spots, world cultural and natural heritage classified according to the Cultural Heritage Law 2009, Environmental Protection Law 2020 and in accordance with Article 78 and Article 84 of the Fisheries Law 2017.
The total land and water usage demand according to the planning of the fishing port system and storm sheltering areas for fishing vessels by 2030 is approximately 6,124 hectares, including a total land usage demand of approximately 1,050 hectares and a total water usage demand of approximately 5,074 hectares.
(4) Priority projects
In the period 2021 - 2030, prioritize investment in essential infrastructure and logistics services:
Type-I fishing ports, especially those in major fishery centers;
Regional-level storm sheltering areas for fishing vessels;
Fishing ports and storm sheltering areas for fishing vessels on islands;
Type-II fishing ports combined with storm sheltering areas for fishing vessels or those under construction, serving as main ports for combating IUU fishing;
Fishing port and storm sheltering area for fishing vessel projects that attract non-budgetary investment.
The list of priority fishing port projects is mentioned in Appendix IV attached to Decision 582/QD-TTg in 2024.
