Planning for the Deployment of the BOT Thermal Power Plant Project

To be specific: according to the provisions of Article 6 of Circular 23/2015/TT-BTC, the preparation of the BOT project plan is carried out as follows:

1. Within 30 days from the date of signing the MOU, the BOT investor must prepare a detailed project implementation plan to be submitted to the General Department of Energy for review and agreement. The contents of the detailed project implementation plan include:

- Preparation and approval of the Construction Site Master Plan for the Power Center (if any): Date of submission of the Master Plan; date of approval of the Master Plan;- Preparation and approval of FS, including: Date of submission of FS; date of approval of FS;- Plan for negotiating the BOT Contract and related documents, including: date of PA negotiation; date of PA signing; expected start date of round 1 negotiation; expected end date of round 1 negotiation; expected start date of round 2 negotiation; expected end date of round 2 negotiation; schedule for negotiating related documents: PPA, LLA, design package contract, equipment, materials and construction supply contracts, and fuel supply contracts; date of signing the investment agreement; date of submitting the application for Investment Registration Certificate; date of official signing of the BOT Contract documents;- Financial closing date;- Commencing and construction, including: official project commencement date; commercial operation date of each unit; commercial operation date of the entire plant.

2. Within 15 working days from the date of receiving the detailed plan, the General Department of Energy shall respond in writing.
