Regarding this issue, LawNet would like to answer as follows:
On February 29, 2024, the Minister of Justice issued Decision 244/QD-BTP on Plan to launch a thematic emulation movement for the Department of Justice in provinces and centrally run cities in 2024 with the theme "Discipline, responsibility, creativity, breakthrough, and emulation to successfully complete tasks."
Plan to launch a thematic emulation movement for the Department of Justice in provinces and centrally run cities in 2024 with the theme "Discipline, responsibility, creativity, breakthrough, and emulation to successfully complete tasks" to achieve the purpose:
- Promoting creativity and a sense of responsibility among collective groups and individuals, creating a vibrant competitive atmosphere, enhancing the effectiveness and efficiency of guidance and administration, and contributing to the successful fulfillment of the political tasks assigned to the Ministry of Justice in 2024. The focal point of this effort is the implementation of the Action Program of the Judicial sector in accordance with Resolution 01/NQ-CP and Resolution 02/NQ-CP dated January 5, 2024, issued by the Government. It is important to promptly resolve difficulties and obstacles, address existing limitations, and contribute to improving the quality and efficiency of the work carried out by the Ministry of Justice and the judicial sector.
- Encouraging groups and individuals to dare to think, dare to do, and be determined to strive to complete assigned political tasks.
- Fostering and replicating groups and individuals with typical and outstanding achievements in various fields of work in the emulation movement to praise and reward promptly, creating a spread in the patriotic emulation movement of local judicial agencies, Emulation Clusters, and the entire judicial sector.
The contents of this Plan must meet the following requirements:
- Emulation movements must be carried out regularly, continuously, substantively, and in accordance with practical conditions; associated with leadership and direction in implementing political and professional tasks and closely following assigned tasks in the Action Program of the Justice sector to implement Resolution 01/NQ-CP, Resolution 02/NQ-CP dated January 5, 2024 of the Government and key tasks of the Ministry and Justice sector in 2024;
Associated with the implementation of evaluation, scoring, and emulation ranking criteria for the Department of Justice of provinces and centrally run cities in 2024 issued by the Ministry of Justice and other regular, seasonal, and thematic emulation movements launched by the Ministry of Justice and local party committees and authorities.
- Evaluation and commendation of collectives and individuals must be based on results and achievements in participating in the emulation movement; ensure timely, objective, public, and legal rewards; Pay attention and reward small groups, officials, public employees, and workers who directly perform responsibilities and tasks.
Regarding emulation subjects, emulation titles, forms of commendation, and implementation time:
- Emulation subjects
+ Collective: Department of Justice and collectives under the Department of Justice; Judicial departments.
+ Individuals: Officials, public employees, workers of the Department of Justice, Justice Department, Judicial - Civil Status officials, including officials and public employees who are on probation, employees with indefinite-term contracts, and employees with labor contracts of 1 year or more.
- Implementation time: The emulation movement will be implemented from January 1, 2024, to November 15, 2024, and is estimated to last until December 31, 2024.
- Emulation titles, forms of commendation, and eligible subjects
+ Emulation title: The title "Judicial Emulation Flag" is considered and awarded to collectives that are Departments of Justice of provinces and centrally run cities.
+ Forms of commendation
"Certificate of Merit from the Minister of Justice" is considered and awarded to collectives that are Departments of Justice, collectives under the Department of Justice and individuals that are officials, public employees, and workers under the Department of Justice;
Certificates of Merit from Directors of Departments of Justice of provinces and centrally run cities are considered and awarded to collectives under the Department of Justice, Division of Justice, and individuals according to the provisions in Subsection 1.2, Part II of this Plan.
