On July 2, 2024, the Minister of Information and Communications of Vietnam issued Decision 1110/QD-BTTTT approving the Plan to improve the quality of Vietnam's mobile telecommunications networks by 2025

Plan to improve the quality of Vietnam's mobile telecommunications networks by 2025

The Ministry of Information and Communications of Vietnam has set forth the following objectives in the "Plan to improve the quality of Vietnam's mobile telecommunications networks by 2025":

*General Objective:

Enhance the quality of Vietnam's mobile telecommunications networks in general and effectively deploy the commercialization of 5G in particular, significantly improving the user experience (individuals, businesses), contributing to the promotion of digital economy, digital society, and digital government development.

*Specific Objectives by 2025:

- Enhance the quality of Vietnam's mobile telecommunications networks

+ 4G Internet access service: Minimum average download speed of 40 Mbit/s (measurement results using the i-Speed application to district/commune levels).

+ Complete coverage for all hamlets without mobile broadband signal, which already have the national electricity grid in especially difficult areas according to the Universal Telecommunication Service Program until 2025, as approved by the Prime Minister in Decision 2269/QD-TTg on December 31, 2021.

+ Cover 100% of areas without mobile broadband signals in hamlets and residential clusters that already have national electricity grid outside the particularly difficult areas, as reported by the Departments of Information and Communications of provinces/cities (identified as per guidance in official letter No. 1603/BTTTT-CVT dated April 25, 2024).

+ Cover 100% of mobile broadband in all railway and national highway routes, expressways, and 3 urban railway routes. Ensure no signal loss for more than 1km continuously.

+ Completely stop providing telephone services on mobile telecommunications networkss that only support 2G technology, except for services in the Truong Sa, Hoang Sa archipelagos, and DK rigs.

+ Full HD video content access service (1080p resolution) on mobile broadband network: Minimum download speed 5Mbit/s (95% of access has the required download speed).

+ Ultra HD video content access service (4K resolution) on mobile broadband network: Download speed of 25Mbit/s (95% of access has the required download speed).

- Effectively deploy 5G commercialization:

+ 100% of provinces and cities have 5G service signal.

+ 100% of high-tech zones, concentrated IT zones, R&D centers, innovation hubs, industrial zones, international airports/ports/stations have 5G service signal.

+ Minimum average download speed of 5G Internet access service of 100 Mbit/s in covered areas (measured using the i-Speed application).

At the same time, the Ministry of Information and Communications has also put forward 04 tasks to implement this Plan as follows:

(1) Strengthen network coverage expansion, quality of mobile telecommunications services

- Focus on expanding network coverage, quality of 4G and 5G mobile telecommunications services in key areas: administrative centers; historical-cultural sites, tourist attractions, key tourist areas; medical facilities; colleges and universities; transportation hubs; road, railway, and waterway systems; shopping centers; complex residential areas; densely populated areas; commercial buildings, hotels; commune-level towns and key rural areas.

- Implementing the planning of passive telecommunication technical infrastructure locally.

- Promote shared infrastructure among service providers according to the law to expand 4G, 5G coverage and minimize investment costs.

- Promote satellite communication to cover especially difficult areas in mountains, borders, islands, remote, isolated regions.

- Intensify monitoring and analysis of quality indicators on user experience. Thereby developing service evaluation standards aiming to significantly improve user experience.

- Promote innovation, develop applications for 5G serving key areas.

(2) Enhance network resilience and recovery

- Promote the application of technology in data collection, analysis, processing, foster intelligent network operation and maintenance, real-time network state monitoring, automatic location to accelerate fault detection and resolution, ensuring network stability and continuity.

- Construct high-safety base stations, enhance disaster resilience of telecommunication infrastructure in areas prone to natural disasters and incidents.

- Intensify periodic review, system optimization to ensure the sustainability of telecommunication infrastructure.

(3) Implement governance, supervision, quality testing of mobile network and services

- Periodically announce the service quality of mobile telecommunication enterprises by province/city, targeting district/commune levels based on measurement results with i-Speed application.

- Strengthen the management of telecommunication service quality.

(4) Promote coordination, cooperation nationwide to maximize resources

- Strengthen cooperation between the Ministry of Information and Communications and related ministries and sectors to promote shared use of inter-sectoral infrastructure, foster synchronized infrastructure development, enhance service quality.

- Strengthen cooperation between state management agencies and telecommunications enterprises in planning, removing difficulties and obstacles.

- Strengthen cooperation from central to local levels, between the Ministry of Information and Communications and the Departments of Information and Communications of provinces, cities in promoting the improvement of the mobile telecommunications networks quality.

More details can be found in Decision 1110/QD-BTTTT which comes into force in Vietnam from July 2, 2024.
