On March 8, 2024, the Ministry of Health issued Decision 545/QD-BYT on the Plan to implement the task of preventing and combating corruption and misconduct for 2024

The Ministry of Health issued the Plan for the implementation of the task of preventing and combating corruption and negative practices in 2024. The objectives, requirements, and contents of this Plan are as follows:

(1) Objectives:

- Effectively implementing the tasks and solutions for preventing and combating corruption and negative practices mentioned in the Speech by the General Secretary, Head of the Central Steering Committee on Anti-Corruption and Negative Practices at the National Conference to summarize the 10 years of anti-corruption and anti-negative practices work from 2012 to 2022, and set the direction for the future; Report 06-BC/TW dated July 23, 2022 by the Politburo on summarizing the 10 years of anti-corruption and anti-negative practices work from 2012 to 2022, tasks, and solutions for the future; directions from the Prime Minister in Official Dispatch 890/TTg-V.I dated October 3, 2022 regarding the implementation of tasks and solutions for preventing and combating corruption and negative practices in the future;

- Continuingto implement Resolution 113-NQ-BCSD dated March 28, 2022 by the Party Committee of the Ministry of Health on strengthening effective leadership and direction for preventing and combating corruption and negative practices; Overcome limitations, existing issues, create significant changes in the future, prevent, deter, and gradually push back corruption and negative practices; eliminate opportunities, conditions for corruption in state management sectors of the Ministry; create significant changes in awareness, responsibility of leaders, party members, officials, public employees, and workers in preventing and combating corruption and negative practices, creating unity, self-awareness, and high determination in actions; build a team of disciplined, upright officials and public employees.

- This plan serves as the basis for the agencies and units under the Ministry to develop the 2024 Plan for preventing and combating corruption and negative practices and organize the implementation of measures and tasks related to preventing corruption and negative practices.

(2) Requirements:

- The implementation process must ensure a comprehensive understanding of the Party and State's viewpoints, objectives, and solutions in preventing and combating corruption and negative practices, and meet the practical requirements of the work on the prevention of corruption and negative practices, with prevention being the main focus and handling being important and urgent.

- The measures for preventing and combating corruption and negative practices must be feasible, comprehensive, with a focus on key areas and points, and suitable for the characteristics of each agency and unit; implement a comprehensive set of measures for preventing, detecting, and handling corruption and negative practices, timely and effectively recover assets from corruption in accordance with the law.

- Strengthening the close combination of proactive prevention, proactive detection, and strict handling of individuals involved in corruption and negative practices, covering up, condoning, abetting corruption and negative practices, intervening, and obstructing.

(3) Contents:

- Identifying the work of preventing and combating corruption as a major political task, a regular responsibility, the responsibility of the Party committees, authorities, and an important solution in directing and implementing the political tasks of the units. The heads of agencies, organizations, and units must set an example and strictly fulfill their responsibilities in directing and organizing the implementation of tasks and measures for preventing and combating corruption.

- Integrating the work of preventing and combating corruption with the practice of thrift, anti-waste, and the implementation of Resolution 4 of the 12th Central Party Committee on strengthening the construction and rectification of the Party; preventing and pushing back the decline in political ideology, morality, lifestyle, and the occurrence of "self-evolution" and "self-transformation" within the internal system; and Directive 05-CT/TW dated May 15, 2016 by the Politburo on "Promoting the study and following of Ho Chi Minh's ideology, morality, and style".

- The implementation of tasks and measures for preventing and combating corruption must be comprehensive, regular, resolute, and suitable for the practical situation of each agency, organization, and unit, with prevention as the main focus. Emphasize the promotion of propaganda, dissemination, and education of policies and laws on preventing and combating corruption to raise awareness and responsibility of officials, public employees, and people towards preventing and combating corruption.

- Strengthening the inspection and supervision of the implementation of legal regulations on preventing and combating corruption and the implementation of policies and laws in various fields to timely, strictly, and lawfully detect and handle acts of corruption; prevent the consequences caused by corruption.

- Combining preventive measures against corruption in the activities of agencies, organizations, and units; focusing on areas prone to corruption to have effective preventive measures; identifying preventing and combating corruption as an important task contributing to the successful implementation of the objectives of caring for and protecting people's health.

+ Specify the tasks and measures for preventing and combating corruption in the program, work plan, and working regulations of agencies, organizations, and units.

+ Enhance transparency and openness in the implementation of policies and laws, publicly implement procedures, regulations, regimes, and responsibilities of officials in the management and performance of duties.
