Regarding this matter, LawNet would like to answer as follows:
On April 5, 2024, the Minister of Finance issued Decision 798/QD-BTC on the implementation plan of Decision 213/QD-TTg on the Scheme of general public property inventory at agencies, organizations, units, and infrastructure assets invested and managed by the State.
According to this plan, the Ministry of Finance has set out tasks and solutions as follows:
(1) Ministry of Finance
- Survey and define inventor indicators, draft guidelines on inventor indicators, forms, and methods of consolidating inventory results. Deadline: April 2024
- Conduct trial audits based on the defined inventor indicators and draft guidelines (expected to be tested in 03 localities and 02 ministries). Deadline: April-May 2024
- Issue guidelines on inventor indicators, forms, and methods of consolidating inventory results. Deadline: June 2024
- Provide guidance and training for ministries, sectors, and localities to conduct inventories. Deadline: July-August 2024
- Consolidate inventory results and report on the audit results. Deadline: July 2025
(2) Ministries and sectors (Transport, Agriculture, and Rural Development, Industry and Trade, Construction, Planning and Investment, Science and Technology, Culture, Sports and Tourism, Information and Communication)
- The Ministry of Transport, in coordination with the Ministry of Finance, will develop and issue inventory indicators and guidelines for ministries, central agencies, and provincial people's committees to audit infrastructure assets in transportation (railways, roads, aviation, inland waterways, and maritime).
Deadline: August 2024 (specific completion time for each specific task according to the Ministry of Finance's timeline in point 1 of this section).
- The Ministry of Agriculture and Rural Development, in coordination with the Ministry of Finance, will develop and issue inventory indicators and guidelines for ministries, central agencies, and provincial people's committees to audit: rural clean water infrastructure assets; irrigation infrastructure assets; climate change adaptation infrastructure assets, including embankments; and fishing port infrastructure assets.
Deadline: August 2024 (specific completion time for each specific task according to the Ministry of Finance's timeline in point 1 of this section).
- The Ministry of Industry and Trade, in coordination with the Ministry of Finance, will develop and issue inventory indicators and guidelines for ministries, central agencies, and provincial people's committees to audit: commercial infrastructure assets, including markets; and industrial cluster infrastructure assets.
Deadline: August 2024 (specific completion time for each specific task according to the Ministry of Finance's timeline in point 1 of this section).
- The Ministry of Construction, in coordination with the Ministry of Finance, will develop and issue inventory indicators and guidelines for ministries, central agencies, and provincial people's committees to audit: underground urban construction infrastructure assets; urban clean water infrastructure assets.
Deadline: August 2024 (specific completion time for each specific task according to the Ministry of Finance's timeline in point 1 of this section).
- The Ministry of Planning and Investment, in coordination with the Ministry of Finance, will develop and issue inventory indicators and guidelines for ministries, central agencies, and provincial people's committees to conduct inventory: industrial park infrastructure assets; economic zone infrastructure assets.
Deadline: August 2024 (specific completion time for each specific task according to the Ministry of Finance's timeline in point 1 of this section).
- The Ministry of Science and Technology, in coordination with the Ministry of Finance, will develop and issue inventory indicators and guidelines for ministries, central agencies, and provincial people's committees to conduct inventory of high-tech park infrastructure assets.
Deadline: August 2024 (specific completion time for each specific task according to the Ministry of Finance's timeline in point 1 of this section).
- The Ministry of Information and Communication, in coordination with the Ministry of Finance, will develop and issue inventory indicators and guidelines for ministries, central agencies, and provincial people's committees to audit centralized information technology infrastructure assets.
Deadline: August 2024 (specific completion time for each specific task according to the Ministry of Finance's timeline in point 1 of this section).
- The Ministry of Culture, Sports, and Tourism, in coordination with the Ministry of Finance, will develop and issue inventory indicators and guidelines for ministries, central agencies, and provincial people's committees to audit infrastructure assets in cultural facilities, sports facilities at the grassroots level (commune level, village level), and cultural villages.
Deadline: August 2024 (specific completion time for each specific task according to the Ministry of Finance's timeline in point 1 of this section).
- The Ministry of Natural Resources and Environment, in coordination with the Ministry of Finance, is responsible for coordinating with the Ministry of Finance to develop inventory indicators for land in workplaces and operational facilities to comply with the content of the Land Audit Project.
Deadline: June 2024.
(3) Ministries, central agencies, and provincial people's committees
- Strictly disseminate and implement the regulations on the management and use of public assets, regulations on the depreciation and impairment of fixed assets for agencies, units, organizations, businesses, and other subjects within the scope of management. Implementation time: regularly
- Decide to establish the Audit Steering Committee of ministries, central agencies, and localities. Deadline: Before April 30, 2025
- Develop and issue inventory plans for ministries, central agencies, and localities (including specific tasks and deadlines for each audited entity, responsible units for consolidation, reporting, and other relevant units). Deadline: April 2024
- Coordinate with the Ministry of Finance to conduct trial audits based on the inventory indicators developed by the Ministry of Finance (applied to ministries, central agencies, and localities within the scope of trial audits by the Ministry of Finance). Implementation time: April–May 2024
- Provide guidance and training for audited entities, which are agencies, organizations, units, businesses, and other subjects within the scope of the management of ministries, central agencies, and localities. Implementation time: September–December 2024
- Consolidate audit results and submit audit reports to the Ministry of Finance.
Deadline: Before June 15, 2025
