Plan to implement the Resolution on the National Data Center Scheme issued by the Ministry of Natural Resources and Environment (Internet image) 

Regarding this issue, LawNet would like to answer as follows:

On March 15, 2024, the Minister of Natural Resources and Environment issued Decision 648/QD-BTNMT on the Ministry of Natural Resources and Environment's plan to implement Resolution 175/NQ-CP of the Government in 2023 approving the National Data Center Scheme.

Plan to implement the Resolution on the National Data Center Scheme issued by the Ministry of Natural Resources and Environment

The implementation plan of the Resolution on the National Data Center Scheme will have the following contents:

(1) Form a plan of the Ministry of Natural Resources and Environment for implementing Resolution 175/NQ-CP in 2023.

(2) Guidance and environmental impact assessment during the construction and operation of the National Data Center.

(3) Review and make statistics of information fields in the database (especially information related to people) being managed according to specialized processes, operations, and information fields that need to be exploited.

(4) Review and develop a list of information systems and databases that need to be converted to the National Data Center, and develop a conversion plan.

(5) Connect to the National Data Center's data integration and sharing platform.

(6) Coordinate with the National Data Center to develop a plan to synchronize and standardize human data according to the scope of management and the guidance of the Ministry of Public Security at the National Data Center.

(7) Receive, research, exploit functions, products, services, exploit, and use data information from the National Data Center serving digital transformation, digital government development, and digital government for the natural resources and environment sector.

(8) Review legal documents and management documents to propose competent authorities to amend, supplement, or promulgate new legal documents serving connection and data exploitation between the National Data Center and national databases and specialized databases.

(9) Review, supplement, and ensure information security and network security according to the standards of the National Data Center.

(10) Review and propose funding for investment in equipment, solutions, and integration into the National Data Center; costs of maintaining and operating systems, using services, and exploiting data information from the National Data Center.

The implementation of the above contents must ensure the following purposes and requirements:

**Purpose

- Closely and seriously implement the viewpoints and orientations of Resolution 175/NQ-CP in 2023.

- Ensure the implementation of general and specific goals specified in Resolution 175/NQ-CP in 2023 according to the responsibilities and tasks of the Ministry of Natural Resources and Environment.

- Implement promptly, consistently, and effectively the tasks assigned by the Ministry of Natural Resources and Environment in Resolution 175/NQ-CP in 2023 with focus and emphasis, avoiding duplication and overlap; unified and synchronized with the roadmap to build the National Data Center, National e-Government Architecture Framework, and e-Government Architecture for the natural resources and environment sector, contributing to building and developing digital government, the digital economy, and digital society.

** Request

- Promote the application of advanced technologies in data management, improve infrastructure capacity, and create a foundation for e-Government development towards digital Government.

- Clearly define the responsibilities and assign specific tasks, quality requirements, timelines, and responsibilities of relevant organizations and units involved in the implementation of Resolution 175/NQ-CP in 2023 to ensure consensus and synchronization.

- Ensure close and effective coordination between units in the Ministry of Natural Resources and Environment and coordinate with ministries, branches, localities, and relevant units in implementing Resolution 175/NQ-CP in 2023; increase proactiveness, promptly urge, guide, and remove obstacles and difficulties during the implementation process to ensure the progress of the Plan.

- Prepare necessary conditions for the facilities, equipment, resources, and funding of the Ministry of Natural Resources and Environment to ensure progress and effectiveness in implementing Resolution 175/NQ-CP in 2023.
