Plan to implement the Law on Forces participating in protecting security and order at the grassroots level 2023 in Vietnam (Internet image) 

Regarding this issue, LawNet would like to answer as follows:

On February 14, 2024, the Prime Minister issued Decision 176/QD-TTg on the Plan to implement the Law on Forces participating in protecting security and order at grassroots level 2023.

Plan to implement the Law on Forces participating in protecting security and order at the grassroots level 2023

Specifically, the Plan to implement the Law on Forces participating in protecting security and order at grassroots level 2023 will have the following key contents:

(1) Organize propaganda, dissemination, and legal education on forces participating in protecting security and order at the grassroots

- Implementing agency: Ministry of Public Security, Ministry of Information and Communications; Voice of Vietnam, Vietnam Television, Vietnam News Agency, and other press, radio, and television agencies.

- Coordinating agencies: Ministries, ministerial-level agencies, Government agencies and People's Committees of provinces and centrally run cities.

- Implementation time: 2024 and following years.

(2) Organize training and refresher courses for police officers and soldiers of units and localities related to the implementation of the Law on Forces participating in protecting security and order at grassroots level 2023

- Responsible agency: Ministry of Public Security.

- Implementation time: 2024 and following years.

(3) Compile documents to disseminate the Law on Forces participating in protecting security and order at grassroots level 2023 and legal documents detailing the implementation of the Law

- Implementing agency: Ministry of Public Security.

- Implementation time: 2024 and following years.

(4) Review legal documents

- Content: Review legal documents related to the Law on Forces participating in protecting security and order at establishments under assigned state management authority; implement according to authority or propose competent authorities to promptly amend, supplement, replace, annul, or promulgate new legal documents to ensure compliance with the provisions of the Law on Forces participating in protecting security and order at grassroots level 2023 and related legal documents detailing and guiding implementation.

- Implementing agency: The Ministry of Public Security conducts a review of legal documents related to the Law on Forces participating in protecting security and order at establishments under state management authority; Ministries, ministerial-level agencies, People's Committees of provinces, and centrally-run cities review legal documents related to the Law on Forces participating in protecting security and order at grassroots level 2023 in the assigned fields and areas of state management and send the results to the Ministry of Public Security in June 2024 for synthesis and reporting to the Prime Minister.

(5) Develop legal documents detailing the contents taught in the Law on Forces participating in protecting security and order at grassroots level 2023

- Develop a Decree detailing a number of articles of the Law on Forces participating in protecting security and order at grassroots level 2023 (developed and promulgated according to shortened order and procedures)

+ Responsible agency: Ministry of Public Security.

+ Coordinating agency: Ministry of Justice and relevant agencies and organizations.

+ Deadline for submission/issue: Before July 1, 2024.

- Develop a Circular of the Minister of Public Security detailing a number of articles of the Law on Forces participating in protecting security and order at grassroots level 2023

+ Responsible agency: Ministry of Public Security.

+ Coordinating agency: Relevant agencies and organizations.

+ Promulgation and effective date: Before July 1, 2024.

(6) Develop a plan to consolidate and unify the organization of forces involved in protecting security and order at the grassroots according to the provisions of Clause 1, Article 14 of the Law on Forces participating in protecting security and order at grassroots level 2023 (Consolidate and unify the civil defense force, the part-time commune police force that continues to be used, and the captain and deputy captain of the civil defense team) and ensure synchronous and unified implementation at the same time as the Law on Forces participating in protecting security and order at the grassroots level 2023 takes effect on July 1, 2024

- Implementing agency: People's Committees of provinces and centrally run cities.

- Completion deadline: Before June 2024.

(7) Organize inspection of the implementation of the Law on Forces participating in protecting security and order at grassroots level 2023 and legal documents detailing the implementation of the Law.

- Responsible agency: Ministry of Public Security.

- Coordinating agency: Ministry of Justice and relevant agencies and organizations.

- Implementation time: 2024 and following years.
