Plan to implement the Coal Industry Development Strategy in Vietnam issued by the Ministry of Industry and Trade (Internet image) 

Regarding this issue, LawNet would like to answer as follows:

On March 18, 2024, the Minister of Industry and Trade issued Decision 543/QD-BCT on Plan to implement the Vietnam Coal Industry Development Strategy until 2030, with a vision to 2045.

Implementing Decision 55/QD-TTg in 2024 approving the Vietnam Coal Industry Development Strategy to 2030 with a vision to 2045 (hereinafter referred to as the Coal Industry Development Strategy), the Ministry of Industry and Trade promulgates the Plan to implement the Coal Industry Development Strategy with the following specific tasks:

- Organize to monitor and evaluate the implementation of the Coal Industry Development Strategy

- Direct and urge coal production and trading enterprises to properly implement the goals and orientations set out in the Coal Industry Development Strategy.

- Review to ensure synchronization and consistency in content during the process of developing the plan to implement the National Energy Development Strategy to 2030, with a vision to 2045; the plan to implement the National Energy Master Plan for the period 2021–2030, with a with a vision to 2050, with the Coal Industry Development Strategy

- Review to ensure synchronization and consistency in content in the process of building the Vietnam Electricity Industry Development Strategy to 2030, with a vision to 2050 with the Coal Industry Development Strategy and related strategies and planning.

- Review and complete the legal framework (develop, amend, and supplement Decrees, Circulars, regulations of specialized laws,... and other legal documents in the field of state management of the Ministry of Industry and Trade) for the coal industry in accordance with the development stages of the energy market in the direction of promoting the exploitation, efficient, and economical use of coal resources; at the same time, ensure consistency between relevant regulations in accordance with actual conditions, international practices, and the country's future development trends.

- Research mechanisms and policies to create a favorable and transparent environment; move towards removing all barriers to ensure transparent coal prices determined by the market.

- Direct coal production, trading, and using enterprises to review and complete regulations on coal reserves with flexible policies suitable to practical conditions, ensuring that coal requirements are met for production activities, especially electricity production, and including provisions to cope with risks in coal imports and extreme weather fluctuations.

- Direct the centralization of production through the interconnection, merger, and consolidation of mines and coal production enterprises to create mines with large-scale output.

- Promote negotiation and effective use of funding sources and support capital arrangements from international partners in the process of implementing a fair transition for the coal industry in accordance with Vietnam's energy transition trend and towards "zero" net emissions.

- Strengthen applied research, receive transfer, and master advanced technology and techniques in exploration, exploitation, transportation, processing, mixing and use of coal, coal resource management, environmental management, safety technical management, and coal production management (especially anti-bore excavation technology, coal mining below 300 m in the Northeast Coal Basin; exploration and exploitation technology in the Red River Coal Basin) in accordance with the trend of the 4.0 industrial revolution.

- Promote the conversion of equipment and technology to improve efficiency and save coal resources.

- Strengthen research, application, and technology transfer in processing coal into clean energy and other products to diversify the products processed from coal.

- Research, apply science and technology, transfer and receive advanced technology in manufacturing equipment, supplies, and materials for the production and business of mines and the environmental treatment of coal areas,...

- Review, amend, and supplement national standards and regulations in the field of coal industry in accordance with international regulations and standards in exploration, exploitation, transportation, processing, mixing, storage, coal use, and reuse of mine waste soil and rock.

- Research and develop technologies to capture and use mine gas generated during the production and use of coal.

- Research on converting coal burning technology to burning coal with biomass fuel, ammonia, etc. to achieve net zero emissions by 2050.

- Strengthen inspection and strict control of mine boundaries, resources, and minerals during the management, production, transportation, processing, and consumption of coal.

- Direct and perfect the system of technological indicators, facility standards, and economic-technical norms.

- Preside and coordinate with relevant units to introduce key contents of the Coal Industry Development Strategy and the role of the coal industry; Specialized policies and laws on minerals (coal) into the Ministry's annual communication plan to promote propaganda, raise awareness, and create social consensus in the process of implementing the Strategy.

- Continue to strengthen inspection and examination of activities related to the coal industry managed by the Ministry of Industry and Trade.
