On January 31, 2024, the Prime Minister issued Decision 135/QD-TTg on the Plan to implement salary policy reform for officials, public employees, armed forces, and employees in enterprises.
Pursuant to Resolution 27-NQ/TW of 2018, Conclusion 64-KL/TW of 2023, Resolution 104/2023/QH15, and Resolution 107/NQ-CP of 2018, the Prime Minister promulgates the Plan to implement salary policy reform for cadres, civil servants, public employees, armed forces, and employees in enterprises with the following implementation contents:
(1) Promote information and propaganda work to create social consensus among sectors, levels, agencies, organizations, and units in the political system on implementing wage policy reform according to Resolution 27-NQ/TW in 2018, Conclusion 64-KL/TW in 2023, and Resolution 104/2023/QH15; thoroughly unify awareness and consensus among officials, public employees, and workers on implementing salary policy reform according to Resolution 27-NQ/TW in 2018.
(2) Report to competent authorities through a list of job positions for cadres, civil servants, and public employees in the political system from the central to the commune level
(3) Issue or submit to competent authorities for promulgation a List of titles and equivalent positions within the scope of management as a basis for implementing the new salary policy
- Develop a list of leadership, management, and command positions in the armed forces.
- Review and arrange titles and positions according to the personnel management hierarchy to ensure synchronization and consistency with the Politburo List issued in Conclusion 35-KL/TW of the Politburo; ensure inheritance and stability in the organizational structure; Only transfer positions that are truly unreasonable or unarranged; If a person holds multiple positions, the highest position will be taken to determine equivalent titles.
(4) Develop a Proposal on the specific contents of the new salary regime, the impact of salary reform on social insurance policies, preferential benefits for meritorious people, and social benefits.
(5) Develop and complete documents regulating new salary regimes for officials, public employees, and the armed forces
- Develop 3 salary tables and allowances for the armed forces.
- Complete regulations on financial management mechanisms for administrative agencies and public service units to be consistent with the new salary regime.
- Develop a Government Decree on new salary regimes for officials, public employees, and the armed forces.
- Develop a Decision by the Party Central Committee Secretariat on the new salary regime for cadres, civil servants, and employees of Party agencies, the Vietnam Fatherland Front, and socio-political organizations.
- Develop a Resolution of the National Assembly Standing Committee on new salary regimes for officials and public employees belonging to agencies of the National Assembly, People's Councils at provincial and district levels, and the Court, Procuracy, and Audit majors.
- Develop documents guiding the implementation of the new salary regime according to the assigned authority in the Decision of the Secretariat, Resolution of the National Assembly Standing Committee, and Decree of the Government on the new salary regime.
(6) Develop and complete documents regulating new salary policies for the business sector
- Adjust the regional minimum wage based on the recommendations of the National Wage Council according to the provisions of the Labor Code.
- Issue a Decree on labor management, salaries, remunerations, and bonuses for state-owned enterprises.
(7) Training and guidance on the implementation of regulations in the Decision of the Secretariat, Resolution of the Standing Committee of the National Assembly, and Decree of the Government on the new salary regime.
(8) Continue to streamline the organizational structure, streamline payroll from the state budget, and restructure the team of cadres, civil servants, and public employees by job position, title, and leadership position associated with salary policy reform in the spirit of Resolution 18-NQ/TW, Resolution 19-NQ/TW of the 6th Plenum of the 12th Central Committee, and Resolution 27-NQ/TW of the 7th Plenum of the 12th Central Committee.
