On January 31, 2024, the Prime Minister issued Decision 135/QD-TTg on the Plan to implement salary policy reform for cadres, civil servants, public employees, armed forces and employees in enterprises in Vietnam.

Specifically, the purpose, requirements, and content of the Plan to implement salary policy reform are specified as follows:

* Purpose

- Continue to thoroughly grasp and seriously and effectively implement the Resolutions of the Party and the National Assembly and the directions of the Government and the Prime Minister to raise awareness and responsibility in reforming salary policies for officials, civil servants, public employees, armed forces, and employees in enterprises.

- Identify specific contents and tasks for ministries, ministerial-level agencies, Government agencies, and People's Committees of provinces and centrally-run cities (hereinafter referred to as ministries, branches, and localities), and relevant agencies focus on directing and organizing the successful implementation of the overall goal and specific goals of Resolution 27-NQ/TW dated May 21, 2018 and tasks in Conclusion 64-KL/TW dated October 18, 2013.

- Ensure the timely and quality development and implementation of documents regulating new salary regimes for officials, civil servants, public employees, and armed forces from July 1, 2024.

- Clearly define the responsibilities and coordination of ministries, agencies, and localities in the process of implementing wage policy reform.

* Request

- Determining specific task contents, presiding agency, coordinating agency, level of submission, and progress of completing assigned tasks.

- The content of tasks is associated with the functions and tasks of agencies, units, and localities, thereby clearly defining responsibilities and leading and coordinating roles in implementation.

- Members of the Central Steering Committee on salary policy reform, social insurance, and incentives for people with meritorious services proactively implement the Plan on schedule, ensuring quality, practicality, and efficiency.

* Content

- Promote information and propaganda work to create social consensus among sectors, levels, agencies, organizations, and units in the political system on implementing wage policy reform according to Resolution 27-NQ/TW dated May 21, 2018, Conclusion 64-KL/TW dated October 18, 2013, and Resolution 104/2023/QH15; thoroughly unify awareness and consensus among officials, civil servants, public employees, and workers on implementing salary policy reform according to Resolution 27-NQ/TW dated May 21, 2018.

- Report to competent authorities through the list of job positions for cadres, civil servants, and public employees in the political system from the central to the commune level.

- Issue or submit to competent authorities for promulgation a List of titles and equivalent positions within the scope of management as a basis for implementing the new salary policy.

- Develop a Proposal on the specific contents of the new salary regime, the impact of salary reform on social insurance policies, preferential benefits for people with meritorious services, and social benefits.

- Develop and complete documents regulating new salary regimes for officials, civil servants, public employees, and the armed forces.

- Develop and complete documents regulating new salary policies for the business sector.

- Training and guidance on the implementation of regulations in the Decision of the Secretariat, Resolution of the Standing Committee of the National Assembly, and Decree of the Government on the new salary regime.

- Continue to implement the downsizing of organizational structures, rationalize payroll positions funded by the state budget, and restructure the personnel of officials, civil servants, and public employees based on job positions, titles, and leadership positions linked to salary policy reform in accordance with the spirit of Resolution 18-NQ/TW dated October 25, 2017, Resolution 19-NQ/TW dated October 25, 2017, and Resolution 27-NQ/TW dated May 21, 2018.
