On February 26, 2024, the Minister of Education and Training issued Decision 655/QD-BGDDT on Plan to implement legal work for 2024 by the Ministry of Education and Training.

Specifically, the 2024 Legal Work Implementation Plan of the Ministry of Education and Training will have a number of key tasks, as follows:
(1) Duties of units under the Ministry of Education and Training
- Determining that building and perfecting the legal system is a key task and top priority in implementing the unit's functions and tasks; During the consulting process, proactively act as a focal point to resolve and propose legislation according to authority, avoid pushing tasks to other units or to superiors;
- Advise, institutionalize, and promulgate according to authority guidelines, policies, laws, and measures to prevent and combat negativity in formulating, promulgating, and organizing the implementation of laws; Organize strict implementation of the regulations and instructions of the Central Steering Committee on preventing and combating corruption and negativity;
- Proactively review functions and tasks to ensure full implementation, without missing assigned tasks; proactively consult with legal experts; arrange civil servants, assign tasks, or invite, hire experts, organize legal consulting according to regulations to provide support and legal advice to improve operational efficiency and comply with the law;
- Enhance the effectiveness of law enforcement, implement clear task assignments, thoroughly decentralize power, and continue to promote administrative procedure reform, digital transformation, improve quality, and create favorable conditions for people to access educational services;
- Proactively and regularly self-inspect, review, and systematize laws in the field of management, detect problems, inadequacies, and loopholes that easily give rise to negativity in order to propose, amend, and supplement; improve the responsibility and effectiveness of coordination between units in law construction and implementation activities;
- Focus on disseminating, propagating, and educating the law for officials, civil servants, and workers in the unit.
(2) Duties of units under the Ministry of Education and Training
- Ensuring legal compliance in leadership, direction, administration, and proactively advising and proposing policies and laws to improve the unit's operational efficiency; actively contributing opinions on projects; and drafting legal documents directly related to the unit's field of operation;
- Regularly disseminate and promptly deploy legal documents, raise legal awareness among leaders, officials, and employees of the unit;
- Review, supplement, and complete internal rules, regulations on organization and operation, the charter, and the professional and management processes of the unit to ensure clarity, transparency, efficiency, and specify the responsibilities of each individual and unit in carrying out assigned tasks.
(3) Departments of education and training
- Proactively advise and propose to the People's Council and Provincial People's Committee in the work of building and perfecting institutions, ensure strictness, clarity, and transparency; and do not advise on the issuance of documents with content contrary to the Party's policies and guidelines, State laws, or loopholes that can easily be exploited to cause damage to the State, organizations, and individuals; Proactively and promptly advise and promulgate, according to authority, the necessary legal documents in the field of education to meet local management requirements;
- Strengthen research, review, summarize, evaluate, and propose amendments and supplements to legal documents to promptly overcome conflicts, overlaps, inadequacies, and inconsistencies with practice; Proactively and actively participate in comments related to the field of education on draft legal documents that are consulted on;
- Issue official documents guiding the school year on legal work and enhance thorough understanding, dissemination, and direction of the timely implementation of legal documents on education in the locality.
