The content mentioned in Decision 2550/QD-UBND in 2023 on the Plan to implement the Digital Transformation Program in Vocational Education in Ho Chi Minh City until 2025, with an orientation to 2030.

1. General objectives in Vietnam

Digital transformation in vocational education in Ho Chi Minh City in order to deploy vocational education activities in the digital environment, promote the application of information technology in management, teaching activities, teaching methods, testing, and assessment, helping enhance the efficiency of management, and expand methods and opportunities to access vocational education, creating a breakthrough in quality, rapidly increasing the number of training courses, contributing to improving the quality of skilled human resources, increasing labor productivity, and increasing national competitiveness in the context of international integration.

2. Basic objectives till 2025 in Vietnam

2.1. Developing digital capacity for teachers and vocational education administrators

- 70% of teachers and administrators receive additional training and retraining to improve digital capabilities, skills, and pedagogical methods suitable for implementing training in the digital environment.

- 70% of teachers in vocational education institutions are trained and fostered to develop digital learning materials.

2.2. Innovating and developing training programs

- Output standards of training programs for degrees with digital capabilities integrated with training content suitable for digital transformation methods reach 70%.

2.3. Infrastructure, platforms, and digital learning materials

- Forming a digital foundation for vocational education in the city and a repository of shared digital resources and materials for teaching and learning activities.

- More than 70% of colleges and intermediate schools have digital infrastructure and digital platforms to connect with and exploit the City's vocational education digital platform.

2.4. Digital management and digital management

- 100% of colleges and intermediate schools digitize the learning process, learning outcomes, and vocational education diplomas of learners and connect and integrate data into the digital environment.

- 100% of periodic reports and statistical reports on vocational education are made in a digital environment and connect, integrate, and share digital data on the Government Reporting Information System.

- The rate of specialized examinations in vocational education conducted through the digital environment and the information system of the management agency reached 60%.

- Forming a digital map of the network of vocational education institutions in Ho Chi Minh City.

3.2. Innovating and developing training programs

- Output standards of the training program for the qualifications are integrated with digital capabilities, with training content suitable for the argument transfer method reaching a rate of 100%.

3.3. Infrastructure, platforms, and digital learning materials

- 100% of colleges and intermediate schools have digital infrastructure and digital platforms to connect with and exploit the city and national vocational education digital platforms.

3.4. Digital management and digital management

- 100% of vocational education institutions digitize the learning process, learning outcomes, and vocational education diplomas of learners and connect and integrate data into the digital environment.

- The rate of specialized examinations in vocational education conducted through the digital environment and the information system of the management agency reached 80%.

- Linking the digital map of the network of vocational education institutions with authentication systems and looking up vocational education information.
