Regarding this issue, LawNet would like to answer as follows:

On March 20, 2024, the Ministry of Health issued Plan 331/KH-BYT on implementing crime prevention and combating human trafficking in 2024.

The plan includes the following contents:

- Organize and implement the contents of Decision 623/QD-TTg dated April 14, 2016 of the Prime Minister approving the National Crime Prevention Strategy for the period 2016 - 2025 and orientation to 2030; Decision 193/QD-TTg dated February 9, 2021 of the Prime Minister approving the Program to prevent and combat human trafficking for the period 2021–2025 and orientation to 2030 associated with the implementation of Decision 1944/QD-TTg dated December 18, 2021 of the Prime Minister approving the Program to implement Conclusion 13-KL/TW on continuing to implement Directive 48-CT/TW dated October 22, 2010 of the Politburo on strengthening the Party's leadership in crime prevention and control in the new situation and the National Crime Prevention and Control Strategy for the period 2016-2025, with an orientation to 2030, focusing on plans, plans, and solutions to ensure security, order, and crime prevention. Plan to implement crime prevention and human trafficking prevention in 2024 of Steering Committee 138/CP; Article 114 of the Law on Medical Examination and Treatment is associated with the implementation of Resolutions of the Party, National Assembly, and Government on crime prevention and human trafficking prevention.

- Continue to direct medical facilities and workers in the health sector to coordinate with local authorities and police to well perform the work of preventing and detecting crimes and violations of the law to protect security and order at each medical examination and treatment facility. Continue to effectively implement Coordination Regulation 03/QCPH-BCA-BYT dated September 26, 2013 between the Ministry of Health and the Ministry of Public Security on ensuring security and order in the health sector and Coordination Regulation 36/KCB-CSQLHC dated January 28, 2019 between the Department of Medical Examination and Treatment Administration, Ministry of Health, and the Police Department of Administrative Management of Social Order, Ministry of Public Security.

- Organize propaganda activities at Ministry agencies and medical facilities; Following the direction of Steering Committee 138/CP Trung in conducting preliminary and final reviews of the implementation of legal documents related to crime prevention and human trafficking prevention; Participate in the development of documents guiding law enforcement, especially those related to the reception, verification, protection, and legal aid for victims of trafficking, ensuring uniform application of the law in the investigation, prosecution, and trial of cases of theft, fraud, and human trafficking; Participate in contributing to the development of case law. Review, propose amendments, supplements, and completion of legal regulations on donating blood, human organs, and surrogacy... creating a complete, unified, and synchronized legal corridor for the prevention and fight against crimes of human trafficking and helping victims of trafficking return to integrate into the community.

- Continue to implement inspection and examination work plans in the 2024 Inspection Work Plan; at the same time, integrate inspection of crime prevention and human trafficking prevention in inspection and examination teams and propose solutions to overcome shortcomings and problems during implementation.

- Coordinate with relevant ministries and branches to strengthen the control of fake food, counterfeit goods, hand-carried goods, e-commerce, smuggled goods, and illegal goods; handle individuals and organizations that produce and trade counterfeit goods and food safety crimes. Continue to inspect and examine according to the plan for preventing and combating smuggling, trade fraud, and counterfeit goods of the National Steering Committee 389 in 2024.

- Strengthen international cooperation, participate in seminars on crime prevention, human trafficking, and drug crimes, and learn effective addiction treatment models from countries around the world to apply appropriately to Vietnam's conditions.
