Regarding this issue, LawNet would like to answer as follows:

On February 2, 2024, the General Director of Vietnam Social Insurance issued Plan 318/KH-BHXH to disseminate and educate the law on Vietnam Social Insurance sector in 2024.

Plan to disseminate and educate the law of Vietnam Social Insurance sector in 2024

Specifically, the promulgation of Plan 318/KH-BHXH to disseminate and educate the law of the Vietnam Social Insurance sector in 2024 aims to achieve the following purposes:

- Quality and effective implementation of tasks and solutions stated in Conclusion No. 80-KL/TW dated June 20, 2020 of the Secretariat on continuing to implement Directive 32-CT/TW dated December 9, 2003 of the Secretariat on strengthening the Party's leadership in the work of disseminating and educating the law, raising the awareness of law observance among officials and people.

- Ensure citizens' right to information about the law, raise awareness of proactive research and learning by civil servants and public employees in the legal sector.

- Improve the quality and effectiveness of the law dissemination and education work of the Vietnam Social Insurance sector, meeting the requirements of the sector's political tasks; associate law dissemination and education with participation in policy development and law enforcement.

- Create a change in consciousness and compliance with the law of employers and participants, and beneficiaries of social insurance, health insurance, and unemployment insurance policies.

When implementing the contents of this Plan, relevant individuals and organizations must ensure the following requirements:

- Thoroughly grasp and fully implement the Party's policies; legal regulations on law dissemination and education; closely follow assigned tasks in legal documents, decisions, directions and administration of the Government, Prime Minister and local authorities; Promote the responsibility of the leader, promote the role of the Coordination Council for Law Dissemination and Education, the standing agency of the Coordination Council for Law Dissemination and Education, the Department of Legal Affairs (Vietnam Social Security), and the Office (provincial and city social insurance) in directing and implementing the tasks of disseminating and educating the law; Improve coordination efficiency and ensure the connection and integration of activities.

- Associate legal dissemination and education activities with political tasks, the work of building, implementing, and protecting the law; with propaganda activities, support, answers, consultation, and information provision for organizations and individuals participating in and enjoying social insurance, health insurance, and unemployment insurance regimes to improve people's intellectual level and ensure social security.

- Diversify forms of dissemination and legal education, enhance the application of information technology, proactively and actively implement digital transformation, and promote the power of social networks in the work of disseminating and educating the law.

- Identify specific tasks and solutions to organize the implementation of law dissemination and education, clearly assign responsibilities, completion times, and conditions to ensure implementation. Closely combine the work of disseminating and educating the law with raising awareness of law observance; Awareness of law observance is a measure of the effectiveness of law dissemination and education.

- Legal dissemination and education content needs to be specific and easy to understand, ensuring full transmission of information to civil servants, public employees, and other people; Choose diverse forms of legal dissemination and education, ensuring suitability for each subject.
